Proposition 47 Grant: Cohort 5 Request for Proposals

The Board of State and Community Corrections (BSCC) has announced the release of the Proposition 47, Cohort 5 Request for Proposals (RFP). This RFP makes $127 million available for a grant period that covers October 1, 2025, through June 30, 2029.

Proposals must be received by the BSCC by 3:00 p.m. on June 23, 2025. A copy of the RFP is available on the Proposition 47 page of the BSCC website. Eligible applicants are public agencies (inclusive of counties)as defined within the RFP.

Proposition 47 grant funds must be used for mental health services, substance use disorder treatment and/or diversion programs for people in the criminal justice system. Applicants are also encouraged to provide supplemental housing-related services and other community-based supportive services — such as job skills training, case management and civil legal services.

A virtual Grant Information Session will be held via Zoom on May 7, 2025 at 10:00 a.m. A link to the Bidder’s Conference is provided within the RFP and will be posted on the BSCC website. BSCC requests that questions be submitted in advance, if possible. Questions submitted by May 2, 2025, will be addressed prior to or at the Prospective Applicant Grant Information Session.
