Public Comment Now Open: BHSA Population-Based Prevention Program Guide Phase 1

The California Department of Public Health (CDPH) recently released the Behavioral Health Services Act (BHSA) Population-Based Prevention Program Guide – Phase 1 for public comment. The guide, which is being released in two parts, provides information about the BHSA, Population-Based Prevention Program requirements, statewide goals, and state level leadership and alignment activities.

Public comment for Phase 1 of the Guide is due by 11:59 pm on Friday, July 11th, 2025. CDPH is offering two ways to submit feedback:

  1. Microsoft Forms: Submit written public comment through a Microsoft Forms survey by 11:59 PM on Friday, July 11, 2025
  2. Public Webinar: CDPH will hold a virtual public webinar on Monday, June 30th from 9:00 am – 11:00 am. During the webinar, attendees will hear an overview presentation of the Guide and have the opportunity to share verbal or written public comment. Register Here.

Phase 2 of the guidance, which is expected to be released for public comment following the comment process on Phase 1, will address the operational and administrative components of the statewide population-based prevention program beginning in July 2026.
