Public Comment on BHSA County Policy Manual Module 4 Due Dec. 19

The Department of Health Care Services (DHCS) opened the public comment period for draft Module 4 of the Behavioral Health Services Act (BHSA) County Policy Manual. Comments are due December 19, 2025, and must be submitted via DHC’s digital platform.  

Th draft Module 4 provides guidance on the evidence-based practices (EBP), community-defined evidence practices (CDEP), foundational requirements for Full-Service Partnership (FSP) EBPs, and county oversight, including report submissions, compliance reviews, enforcement, and provider monitoring. Specifically, draft Module 4 includes:  

  • Updates to Chapter 3 – County Integrated Plan 
  • Updates to Chapter 7 – BHSA Components and Requirements  
  • NEW: Chapter 9 – BHSA Oversight and Enforcement  
  • NEW: Appendix E – Behavioral Health Services Act Biennial Early Intervention and Evidence-Based Practices and Community-Defined Evidence-Based Practices List
