Public Comment Opportunity: Draft Workplace Violence Prevention Regulations

The CAL/OSHA Advisory Committee is hosting a hybrid meeting on Wednesday, November 12, 2025, to discuss draft workplace violence prevention regulations. The regulations will further implement Senate Bill (SB) 553 (Cortese, 2023), legislation that requires employers to create a workplace violence prevention plan and that expanded temporary restraining order authority to union representatives. CSAC and other local government advocates opposed the bill for a variety of concerns, including imposing an unfunded mandate and subverting existing administrative processes.

The committee will review and discuss draft regulations published May 13, 2025 that will inform the final proposed regulations, which must be approved by December 1, 2025. CSAC filed two separate comments on the proposed regulations with Cal/OSHA responding to the May 13, 2025 draft and the July 15 2024 draft. In both, CSAC joined the Association of California School Administrators and California Special Districts Association in seeking to prevent the regulations from imposing more expansive or expensive regulations that go beyond existing law. While some improvements were made in the May 13, 2025, draft, additional concerns remain.

Stakeholders are encouraged to attend the upcoming CAL/OSHA Advisory Committee meeting where they will be able to provide public comment on the draft regulations.
