Public Promise PBM Coalition Offers Counties Savings on Employee Health Plans

California counties can now access a successful National Association of Counties (NACo) program that helps counties save millions of dollars on employee health plans.

The CSAC Finance Corporation (CSAC FC) is excited to announce its recent partnership with NACo’s Pharmacy Benefit Management (PBM) Coalition under its Public Promise Insurance (PPI) line of offerings. PPI has taken an aggressive pricing approach, utilizing the largest PBM in the nation: CVS.

In addition to also being one of largest retailers in the nation, the CVS offering includes access to multiple other pharmaceutical retail networks and independents throughout the U.S., with more than 66,000 total pharmacy options. Through the partnership, NACo, PPI and CSAC FC believe the program offers a more efficient and consistent prescription program for county employees — and the potential for significant cost savings to counties and their employees.

NACo’s PBM Coalition is the only PBM specifically built for counties and county pools that manage self-insured health plans.  The NACo PBM Coalition is experiencing between 15 and 25 percent savings on prescription costs, compared to an average county health plan. That’s significant, given that more than 30 percent of county employee health plan expenses are related to pharmaceutical benefits.

This program is designed to fold into employer health plans and is not a stand-alone prescription discount program.  It’s available to all self-insured county health plans with 1,000 or more participants or self-insured risk pools in which counties participate.  The program highlights include the following:

  • Streamlined contracting and multi-year pricing guarantees, ensuring budget stability.
  • Access to a full network of pharmacies across the U.S.
  • Strong national discounts and pharmacy rebate programs made available to counties and their employees through their employee health plan.
  • Pharmacy benefit management services supporting the pharmacy benefit within an entity’s employee health plan.
  • Account management and customer services for the employee health plan pharmacy benefits.

The program is applicable to the entity’s employee health plan only. It does not conflict with any third-party pharmacy discount programs that operate outside of an employee health plan.
