Counties are encouraged to register today to attend the Council of State Governments’ (CSG) Aligning Health and Safety (AHS) in-person training on Friday, May 1, 2026, at the Riverside County District Attorney’s Office.

This leadership training will bring together county executive teams to develop comprehensive strategies for improving outcomes for people with behavioral health needs who are involved in the criminal justice system.

Through shared learning and planning, counties will identify actionable ways to strengthen local coordination and leverage existing and upcoming funding opportunities.

By attending this training, county leaders will:

  • Develop a shared understanding of California’s evolving behavioral health and justice policy and funding landscape—and what it means for county leadership, cross-system alignment, and resource decisions.
  • Identify opportunities to strengthen the local continuum of care for justice-involved individuals, including gaps, decision points, and strategies to improve coordination across behavioral health, courts, and supervision systems.
  • Learn from peer counties and apply practical strategies to advance implementation of the Behavioral Health Services Act (BHSA), while effectively using data and storytelling to align stakeholders and sustain support.

This is a team-based training designed for county leadership. CSG asks that participants register as part of a county team that may include the following individuals:

  • Recommended: Sheriff, Presiding Judge, District Attorney, Public Defender or Alternate/Private Defense Counsel, Chief Probation Officer, County Executive or Administrative Officer, County Supervisor, Behavioral Health Director
  • Additional Potential Team Members: the Police Chief, Department of Social Services Director, Continuum of Care Director, Chair of the Local Behavioral Health Board, Fiscal Officer, and local Parole Representative.
