Secondary Opioid Manufacturers and Purdue National Opioid Settlements & Opioid Settlement Expenditure Reporting Form Office Hours

Please see information below regarding recently proposed national opioid settlements with eight opioids manufacturers: Alvogen, Amneal, Apotex, Hikma, Indivior, Mylan, Sun, and Zydus (the “Secondary Manufacturers”), as provided by the California Department of Justice (DOJ) on August 28, 2025.
Proposed Settlements with the Secondary Manufacturers
Last year, Attorney General Bonta announced proposed multistate settlements with the Secondary Manufacturers for up to $806 million. California stands to receive up to $70 million in abatement funding from these settlements. As with earlier settlements, local government support and sign-on is required to maximize the amount coming to our communities and eligible cities may elect to receive direct payment or have their allocated share go to the county in which they are located. Typically, 99% or more of cities and counties (by population) have joined these settlements. Even if a city chooses not to receive direct payment, support is still critical to California maximizing the amount California receives from the Secondary Manufacturers. The majority of abatement funds (85%) will go directly to cities and counties, and any funds left on the table go back to the Secondary Manufacturers.
Local governments should have received participation materials last Wednesday (8/27/25), from the notice administrator regarding these proposed settlements. The proposed national settlement agreement and intrastate allocation agreement is posted on the California Attorney General’s National Opioids Settlements Webpage. By joining these settlements, you will help California maximize the funding received for opioid abatement. If your county (or cities within your county) did not receive the attached notice, please email opioidsettlement-localgovernment@doj.ca.gov. The DEADLINE for joining these settlements is OCTOBER 8, 2025.
Proposed Settlement with Purdue/Sacklers
This is also a reminder that the DEADLINE to join the proposed Purdue/Sackler national opioid settlement is SEPTEMBER 30, 2025. You can help California receive up to an estimated $440 million for opioid abatement by signing on to this settlement. Thank you to the counties that submitted their participation forms.

Opioid Settlement Expenditure Reporting Form Office Hours
Registration is now open for upcoming office hours hosted by the Department of Health Care Services (DHCS) on the Opioid Settlement Expenditure Reporting Form. The form covers the State Fiscal Year 2024-25 (July 1, 2024-June 30, 2025) and is due by September 30, 2025.
Advance registration is required to attend and is limited to Participating Subdivision’s identified contacts that are on file with DHCS. Log-in information will be sent to registered participants a day before each session.
