On March 27, the California Department of Housing and Community Development (HCD) released the Encampment Resolution Funding (ERF) Program Round 5 Notice of Funding Availability (NOFA), making $93 million available to counties, cities, and continuums of care (CoC) to address homeless encampments.
Applications for this funding must include plans to transition individuals living in encampments into interim shelters with clear pathways to permanent housing or directly into permanent housing. Proposals for funding must also use data-informed, non-punitive, low-barrier, person-centered, Housing First, and coordinated approaches. Up to 50 percent of funds will be prioritized for applications that serve people living in encampments on a State right-of-way.
The first application window will remain open until June 30, 2026, with awards anticipated in September 2026. If all program funds are not awarded through the first application window, a second application window will open from September 1, 2026 until October 31, 2026, with awards anticipated in January 2027.
HCD will host three virtual webinars to walk through the NOFA and the application requirements, with time allotted to answer applicants’ questions:
