Catherine Freeman is a Senior Legislative Advocate in the Agriculture, Environment and Natural Resources policy area. She leads advocacy efforts on a wide range of environmental issues – including water, agriculture, wildfire, disasters, insurance and more – working to shape legislation, regulations, and policy decisions on behalf of counties.
