Jessica is the Principal Fiscal and Policy Analyst with the California State Association of Counties (CSAC), where she provides analysis on issues affecting California local government finance and emerging issues. Jessica leads CSAC’s initiatives related to state mandates, state budget advocacy, and manages long-term research projects across many policy areas.
