Behavioral Health (CCJBH) will host a series on Suicide
Prevention and Substance Use Disorder Recovery Month. The Week 1
Presentation will be presented by the California Department of

webinar on Targeted Violence Prevention offered by the California
Office of Emergency Services (CalOES) Homeland Security Division.
These informational sessions are intended to connect
professionals from state and local government, education,
community-based organizations, and law enforcement with resources
designed to prevent targeted violence.
The Department of Health Care Services (DHCS) is hosting three
office hour sessions for counties and cities to ask the DHCS team
questions on the Opioid Settlement Expenditure Reporting Form.
These sessions are intended to be an informal opportunity to gain
additional clarification.

Medi-Cal’s Outreach and Education department, along with the Department of Health Care Services (DHCS), are offering live training webinars pertaining to program policy and coverage for the Justice-Involved (JI) 90-day pre-release services.
The webinars will be presented on the following dates for the following provider groups:
An updated payment sheet of all Janssen and Distributor
Settlement payments allocated to cities and counties through
June 30th, 2024 is now live on the DHCS webpage. The updated payment sheet
organizes payments into separate tabs for FY 2022-2023 and FY
2023-2024.
CSAC would like to notify counties of important updates included
in the Department of State Hospitals’ (DSH) Felony Incompetent to
Stand Trial (IST) Growth Cap Quarter 4 Progress Report. Please
see attached PDFs for additional information.
The intent of the progress report is to provide counties with
quarterly updates on how the current year trend of felony IST
determinations compares to baseline trends so counties have an
opportunity to take action that could result in preventing cap
overages and potential funding redirection.
CSAC would like to provide an update as shared by the Council on
Criminal Justice and Behavioral Health (CCJBH): This year marks
the beginning of the implementation of pioneering policies
allowing Medicaid to cover certain pre-release reentry services.
These developments are occurring through state-level Medicaid
section 1115 reentry demonstrations and new nationwide mandates
aimed at connecting youth and young adults to essential services
during reentry.

Virtual Quarterly Meeting on Indigent
Defense for county administrators, data analysts
and other county leaders interested in discussing their indigent
defense systems with others from around the state. The

(AOJ) team compiled a snapshot of items that impact counties:
The BSCC is pleased to announce the Education Workgroup, which
will review minimum standards in
§ 1370 of Title 15 Minimum Standards for Juvenile Facilities
and work together to draft proposed revisions for the
2022 Juvenile Titles 15 and 24 Regulations Revision Executive
Steering Committee’s consideration.
The Board of State and Community Corrections (BSCC) is announcing
the release of the Proposition 47 Request for Proposals (RFP).
This RFP makes approximately $152 million available for a grant
period that covers October 1, 2024, through June 30, 2028.
Eligible applicants are public agencies located in the State of
California.
The Nutrition Workgroup will reconvene on
Wednesday, April 24, 2024, from 9:00 AM to 4:00 PM via Zoom.

For those interested, the Advocates for Human Potential (AHP)
will host their bi-weekly Office Hours on Tuesday, March 19 via
Zoom from 12:00-1:00pm, as shared by the California Department of
State Hospitals. This meeting will discuss the IST Infrastructure
funding for residential treatment housing for individuals deemed
IST. It will be a great opportunity to get information, ask
questions, and/or offer feedback about the topics. All counties
are welcome to attend these meetings.
The U.S. Department of Justice’s Bureau of Justice Assistance
released information on two funding opportunities, both of which
are designed to support the collaboration between mental health
services and the criminal justice system.

alert counties to two upcoming meetings of interest.
Commission on Peace Officer Standards and
Training
For those interested, the Commission on Peace Officer Standards
and Training (POST) meets throughout the year to establish
standards, regulations, and to give direction to Commission
staff.
The NACo 2024 Legislative Conference took place from February
10th-13th in Washington, D.C., and the
Justice and Public Safety Policy Steering Committee met on
February 10th. Attendees received updates on several
topics, including but not limited to the DHS Center for
Prevention, Programs, and Partnerships (CP3), FEMA, the U.S.
Department of Justice Office of Justice Programs.
Voter registration and subsequent participation at the polls is the bedrock of American democracy. One notable bright spot is the increase in voter registration in California’s counties over the last several years. Using the California Secretary of State’s odd-numbered reports of registration, we assessed voter registration data over the last ten years.
