2022-2023 Draft Consolidated Annual Performance and Evaluation Report of California’s Consolidated Plan

The California Department of Housing and Community Development (HCD) will be releasing the draft 2022-23 Consolidated Annual Performance and Evaluation Report (CAPER) for public comment on September 1, 2023.
The CAPER is being prepared for submittal to the U.S. Department of Housing and Urban Development (HUD) and reports on specified federal housing and economic assistance allocated by the state for the period July 1, 2022 through June 30, 2023. The CAPER does not include funding distributed directly to local jurisdictions (defined as entitlement jurisdictions) by the federal government.
In the 2020-2024 Consolidated Plan, the state set the following affordable housing and community development goals for low-income households and communities to:
- increase housing affordability
- address and prevent homelessness
- increase economic development opportunities
- maintain or improve public facilities and infrastructure
- maintain or improve access to public services and recovery assistance for natural disaster survivors
The 2022-23 CAPER reports the State’s annual progress towards numeric outcomes associated with these goals.
15-day public comment period begins
September 1, 2023 and ends September 17, 2023 at 5:00 p.m.
