Putting the Spotlight on County Best Practices

April is National County Government Month. During the month, CSAC is producing a series of videos and blog postings highlighting California Counties’ best practices. The programs we are spotlighting are recipients of our annual Challenge Awards, which recognize the innovative and creative spirit of California county governments as they find new and effective ways of providing programs and services to their citizens. The Challenge Awards provide California’s 58 counties an opportunity to share their best practices with counties around the state and nation.The programs being highlighted through these videos are recipients of the 2015 awards. The Call for Entries for the 2016 CSAC Challenge Awards has been distributed; the entry deadline is June 24. Tuolumne County – Residential Water Safety Net Program

Imagine going into the kitchen to make coffee in the morning, turning on the faucet and nothing comes out? The shower? Dry. Outside spigots? Nothing. For many people in Tuolumne County, that is their reality. “It’s scary,” said Sue Hackett. She and her husband Chris live on a small ranch outside of Sonora.  The well on their property ran dry several months ago. “It’s like, what are we going to do with this house? Where are we going to live? With no district water close by, it’s hard to know what to do.” 

After four years of drought, the aquifer under their property dropped below the level of the pump in their well.  There is nothing left to pump. Many of their neighbors had the same problem and it is still happening—even after a better year for rain and snow. Tuolumne County wells are still running dry today. But for the Hacketts and their neighbors there is an alternative.

Foster kids are just like any other kind of kids… except that they aren’t. That’s confusing, I know – let me explain.

Foster kids are just like any other kind of kids – meaning they have the same needs, wants, desires as any other kid their age. They require basic human needs: love, attention, food and shelter. Foster kids are different from other kids in that they sometimes don’t know where those basic needs will come from. They can bounce from home to home, year after year, never knowing permanency. With luck, they will get adopted out of the foster care system. Unfortunately some kids don’t have that kind of luck.

Maybe it’s patriotism or pride. Maybe it’s the shared experiences of being in the military but it seems like veterans — even those who never served together — share a common bond.  There is a depth of understanding and camaraderie.  Maybe that’s one reason why in an ordinary government building in Orange County, something very special is happening.

Younger veterans who are still trying to find their own place in the world after their military service are getting much-needed work experience by helping other veterans from as far back to World War II get the benefits to which they are entitled. And while it’s a County-run program, the Veterans Administration (VA) picks up the cost.

San Diego County – Utilizing Medi-Cal Expansion to Increase Health-Care Access

Located along a gritty street north of downtown, the Community Transition Center in San Diego County is bustling with activity. Only the locked gates remind you that the old motel now has a new purpose. Inside, dozens of probationers talk and hang out in small groups. Working among them is a social worker who has a goal of getting as many signed up for Medi-Cal health care as she can.

That social worker is 18-year veteran Susan Muro. She’s on the front lines of the County’s collaborative plan that focuses on enrolling individuals in sheriff’s custody or under probation supervision in Medi-Cal. It’s all part of the County’s comprehensive Live Well San Diego wellness strategy; a portion of that strategy focuses on improving the health of low-income residents. When the Affordable Care Act expanded Medi-Cal to single, low-income adults, a new population was eligible for health care. And San Diego County was quick to see the advantages. The county found that less than 10 percent of the male inmates ever had health insurance since they were 18 years old.

Santa Cruz County Collaborative PACT Making a Difference in Lives, Community

As the defendant steps up for his court hearing, Judge Denine Guy comments how he is wearing a different Star Wars T-shirt from his last appearance. She asks him how many he has and he replies, “Six or seven.” In a legal system where misdemeanors are often looked at in terms of specific case numbers rather than the individuals behind them, Judge Guy’s comments stand out. She remembers this defendant; she knows his story and what it will take to help him turn his life around.

The scene is played out again and again as part of a Santa Cruz County program where the focus is on helping individuals get off the streets and break the cycle of crime or hospitalizations. Launched in 2014, the Bob Lee Community Partnership for Accountability, Connection and Treatment (PACT) is an effective, collaborative program between the county and city. Its roots are in a city program focusing on the downtown area, but it has grown to include a variety of county services, including the district attorney, public defender, probation, sheriff, mental health and social services, as well as city and community groups.

Los Angeles County – Supporting Women Veterans

Not far from the Staples Center in downtown Los Angeles, there is a beautifully restored old building that houses the LA County Department of Military and Veterans Affairs. The Bob Hope Patriotic Hall is even named for a man known for his service to people in the military. But in Bob Hope’s day, the military was almost exclusively male. These days, more women are choosing military service and consequently, the number of female veterans is increasing.

Almost any vet will tell you the transition from military to civilian life isn’t easy. It’s hard to find a job, a place to live and to begin getting your life on track. It’s even harder if military service left you with a debilitating injury or emotional trauma from experiencing combat. The Veterans Administration (VA) can be difficult to navigate, so many counties have special offices to help veterans access all the benefits they deserve.

Riverside County – Southwest Juvenile Hall Canine Program
April 14, 2016

Despite being surrounded by a dozen people talking and moving around, Humu – a 2-year-old butterscotch labradoodle – lies motionless on the floor. It’s not that Humu doesn’t have a care in the world; he’s just been trained as a service dog – and that training began at the Southwest Juvenile Hall in Riverside County. Near him a young, small black and white dog named PJ scampers around, anxious to see everyone in the room and oblivious to any commands cast his way. PJ is awaiting training that will soon begin at the hands of the one of juveniles housed at the facility.

It’s all part of a canine training program developed by Riverside County in conjunction with a local nonprofit organization. It’s a program where not only the dogs learn a lot but the juvenile offenders charged with their training do as well.

When Adult Protective Services specialist Kimberly Ingram talks about San Diego County’s protocols to help protect acutely vulnerable adults, her eyes well up. She knows that these innovative protocols are making a difference – and saving lives.  That’s a major reason why this program was honored in 2015 with CSAC’s “California Counties Innovation Award.”

The protocols’ roots stem from tragedy; in 2010, a developmentally disabled local man tragically died because of severe neglect by family members. The County’s Adult Protective Services staff vowed to do everything they could to ensure that a similar tragedy never occurs.

Six Counties Collaborate on One Cohesive Policy

There are some issues that transcend local government boundaries. Air pollution, traffic congestion, crime — these issues ignore lines on a map. The same is true for medical marijuana, which is legal in California. However, growing, selling and using it, even for medicinal purposes, can cause all kinds of problems that do not stay within local jurisdictional boundaries.

Those issues are likely to expand if the recreational use of marijuana becomes legal in California—something many people expect to happen, possibly this year. That’s why six California Counties — Mendocino, Humboldt, Del Norte, Lake, Trinity and Sonoma (all “grow counties” where marijuana is already a cash crop) banded together to try to influence the California Legislature as it considered new state policies related to marijuana.

LA County’s “Shining Star” in Fight Against Sex Trafficking

On the eighth floor of the Compton Courthouse, Los Angeles County Judge Catherine Pratt bangs her gavel and gets to work. Teenaged girls, some even as young as 10 years old, are brought before her, charged with prostitution, as their lives hang in the balance. In the past, these girls would have been dragged into the courtroom in handcuffs and treated like criminals. Now, as our understanding of the true nature of this crime has evolved, we are treating them as the victims of a manipulative and heinous act. Leading our efforts is Judge Pratt, the shining star of the County’s STAR (Succeeding Through Achievement and Resilience) Court, a uniquely dedicated courtroom that works exclusively with victims of child sex trafficking.

In big cities and little towns across the country, young girls are forced by pimps and traffickers to sell their bodies for sex—often multiple times a night. Kids are brutally manipulated, both emotionally and physically, into a hellish life of exploitation.

Amador County: Two Issues, One Elegant Solution

Rural counties often face unique challenges. For example, they might find it more difficult to educate and train a qualified workforce. That has been true in Amador County which has been struggling with two different but related issues. Amador does not have a Community College Campus and it is no coincidence that the County Behavioral Health Department could not find enough people with the right certification to work as mental health technicians.

Most people earn their certificate at a community college and with no campus in Amador, there was no place nearby for people to get the education and training they needed. Amador County was also noticing a “brain drain.” People who wanted a higher education, in any field, had to go someplace else to get it. Many who left didn’t come back. County leaders created a Community College Foundation to lay the groundwork for local campus, but that’s a long-term proposition and they had an immediate need.

San Diego County Jail Program Assists Incarcerated Veterans

“He who has shed blood with me on the battlefield will forever be my brother.”

It’s not typical to see William Shakespeare prominently quoted on a jail unit wall. Nor is it typical to see the unit decorated  with military flags and artwork. But this unit is not typical. It’s a rehabilitation and treatment program for incarcerated veterans developed by the San Diego County Sheriff’s Department in conjunction with the U.S Veterans Administration and community partners.

The goal of the program is reduce recidivism among veterans – and  it’s working.

At any given time, San Diego County may have as many as 200 veterans in custody; many are dealing with substance abuse issues or post-traumatic stress disorder. San  Diego County staff wanted to focus on this often forgotten population. The Veterans Moving Forward program provides tailored in-custody treatment and services, links to community programs and re-entry assistance.
