Monterey County Gives Farmworkers a Voice in their Health and Safety

Agriculture is a $4.5 billion industry in Monterey County, making it one of the largest producers in the state. Behind all of that production are as many as 50,000 farmworkers – many non-English speaking – who undertake back-aching work to ensure the produce reaches market. Yet historically these farmworkers worked in conditions that were sometimes hazardous. And historically, they had a limited voice in the community.

Humboldt County has a strong track record of reaching out to its constituents to hear their viewpoints on budget priorities. There’s a good reason the county is proactive in its public engagement. In a county covering nearly 4,000 square miles – much of it mountainous and rural – you can’t expect many residents to appear at county budget hearings to speak their mind for a couple of minutes. If you really want to hear what your residents are thinking, you need to go to them. And that’s exactly what Humboldt County has been doing through their budget roadshows.

San Bernardino County’s Collaborative Housing Program is Turning Lives Around
June 20, 2018

Melissa Sierra had hit “rock bottom.” She had lost her job and home, and was out of money.  Life was becoming increasingly difficult for Sierra and her six children. That’s when she turned to San Bernardino County for help and was referred to a collaborative program that provides rapid re-housing assistance to CalWORKs-eligible homeless families with children.

“Things went so smooth and so fast,” she said in reference to the assistance she received. Now Sierra has a stable place to live and is working two jobs. She smiles when talking about the difference she sees in her children. “I feel so blessed. Now we have a home. It’s a great feeling to be back on your feet.”

Los Angeles County, Local School Districts Use Technology to Help Foster Youth

For foster children, the challenges are many, including often having to move from residence to residence – which can mean moving from school to school. This can result in school district officials not being completely aware of the foster youth in their classroom. Communication between a school district and county overseeing the foster youth can be sporadic and delayed. 

Los Angeles County’s Department of Children and Family Services (DCFS) staff saw first-hand the obstacles this created and set out to find a solution that would assist both county and school district staff – but more importantly, benefit the foster youth

How do you improve responsiveness after seeing a significant reduction in your work force? For the Ventura County Health Care Plan leadership, the first step was a call to their IT department. The end result of this collaborative effort was the development of a desktop application that saves time and improves service for customers.

“We experienced an unprecedented number of high-cost claims that put us in a financial challenge,” explained Dee Pupa, Health Care Agency Deputy Director.

Santa Clara County Takes the Lead on Bail Reform

As in most counties across the country, the vast majority of individuals incarcerated in the Santa Clara County Jail are pretrial. And as in most counties, the majority of these individuals are low-income and many would be considered low-risk.  Bail reform has been a hot topic lately; while there has been a lot of discussion but little action, things are different in Santa Clara County.

Starting with the creation of a work group in 2014, the County has developed a still-evolving program that focuses on letting certain individuals charged with low-level crimes out of jail while awaiting trial so their lives are not turned upside down, which can cause far greater long-term problems for them, their families and the entire community.

Manuel Cisneros and his son Adan gently package fruits and vegetables for the week’s veggie boxes. Broccoli, green onions, oranges, grapefruits and avocados are just a few of the items filling the boxes destined for local kitchens. Minutes earlier, the father and son team were picking the fruit and pulling the vegetables out of the rich soil. Fresh indeed – and organic. They are meant for Los Angeles County residents who often don’t have access to fresh fruits and vegetables.

In a perfect world, people suffering from a mental or emotional health issue would be able to access treatment before they were in crisis, but it doesn’t always work that way. They often end up in the hospital emergency department. That’s why a partnership between the Sutter Yuba Behavioral Health Department and Adventist Health/Rideout Hospital in Marysville is making such a big difference. They found a way to significantly reduce the time it takes to evaluate and treat these patients.

Sonoma County was dealing with a housing crisis well before the October 2017 firestorms. Rental occupancy was at 99 percent and people who worked in hospitality and agriculture were traveling longer and longer distances to find housing they could afford. Then came the fires that destroyed more than 5,000 homes in Sonoma County alone. Thousands of people in the region have been displaced, rents have gone up and finding an affordable place to live has become even more difficult.

Tulare County Firefighters Turn to Technology to Help Save Lives and Property

When we think of firefighting equipment, heavy hoses and axes quickly come to mind. In Tulare County, the Fire Department has added a new tool to its firefighting arsenal: a specialized app that provides valuable and necessary data to crews before they head out to a location, assisting them in saving lives and property.

It’s called the Foxtrot Fire App and it’s providing firefighters with a level of intel they previously did not have. Using the app, firefighters can quickly and accurately plan what equipment is needed to fight a blaze in a rural, mountainous area that may be unknown territory. And in a county that covers nearly 5,000 square miles – most of which is rural and covered by forest – that is crucial.

When it comes to cannabis, Humboldt County has come a long way in the past couple of years. Historically renowned for its illegal grows, the County is now leading the way on working to ensure only permitted cannabis is entering the California marketplace.  While Humboldt is still the epicenter of the “Emerald Triangle,” it became the first government entity in the state to implement a track-and-trace system for cannabis. For a county which has seen one of its leading industries live deep in the shadows for decades, this has been a big step – and one that was accomplished with government and industry working together.

Mark Dale became an activist in Marin County after one of his sons almost became a statistic in the opioid epidemic. “I actually identified eight individuals who passed away: six students and two adults that were drug-related or drug driven,” said Dale. “And that’s what really woke me up. I opened my mouth because if my son had cancer, we’d be talking about it, but because there was a drug-dynamic around my son, most families just zip their lip. And that’s not good. The silence has been killing us.”

Meet Katery. Eighteen months ago, Katery was a classic at-risk youth. She would often skip school and had no plans to continue her education beyond high school – if she graduated at all. She had been in trouble with the law, having been arrested for assaulting a police officer.

Now Katery’s on track to graduate a year early and is preparing to start taking classes at the local community college. She is also starting to talk about planning for a career. Quite a turn-around for an individual who at one time saw working in the fields as an adult her only option.

Nestled in the heart of California’s Foothills and awash with Gold Country history, Nevada County might not seem like a hotbed of building and construction. However, with many old, historic homes, and more people wanting to live in the bucolic landscape of the Foothills, Nevada County has more than its share of both new construction and remodeling activity.

In fact, the Nevada County Building Department used to have a backlog of requests for permits and plan reviews, partially because of the sequential process they had in place when several different departments needed to review the same project.

Humboldt County Tackles Recidivism by Giving Inmates a Plan – and Hope
February 7, 2018

Vanessa Vrtiak’s passion and commitment light up a room – even if that room is a cell block in the Humboldt County Correctional Facility.  As a Programs Coordinator for the Sheriff’s Office, Vanessa is focused on helping inmates break the cycle of recidivism. It’s no easy task, but one to which she is committed no matter how many times they find themselves back behind bars.

Vanessa has played an integral role in the development of Humboldt County’s re-entry program that connects inmates with community resources and potential employers to assist with the transition once they are released.  Representatives from local services providers and companies come into the jail over a two-day period, spending time with inmates in each cell block.
