When Sam Ruark starts talking about saving energy, his eyes light up. Sam serves as the energy and sustainability coordinator for Sonoma County, which has been recognized nationally for its Comprehensive Energy Project.  And Sam has every reason to get excited over what Sonoma County has been accomplishing.

As a result of its Comprehensive Energy Project, Sonoma County has been able to reduce its energy use by one-third, significantly cut greenhouse gas emissions and modernize equipment.

San Diego County’s Parks and Rec Volunteer Program

Las Pañasquitos Canyon Preserve is a gorgeous place. Contained within its 3,700 acres of open space, the county park offers more than 10 miles of trails for hikers and bicyclists throughout picturesque surroundings. The park also features a historic adobe ranch house that was built in 1823 by the recipients of the first Mexican land grant in San Diego County.  Combining a beautiful natural setting with local history is a great way to spend an afternoon.

Las Pañasquitos is just one of the gems in a San Diego County park system that encompasses approximately 100 parks on more than 45,000 acres of land. These gems are kept shining and open to the public through an extensive and successful County Parks and Recreation Department Volunteer Program.

Orange County’s “Doing More with Less”

With the recent economic downturn, Orange County’s Social Service Agency saw a startling rise in the demand for services at a time when resources were diminishing.  The Agency had to find a way to meet the challenge of “doing more with less.” It was vital to come up with a cost-effective, workable solution since the number of county residents turning to assistance was rapidly growing.

The answer was to transform from a one-to-one case worker process to a task-based service center, which allows cases to be serviced by multiple workers on an as-needed basis. But the challenge still existed on developing an infrastructure to make this change. That was made possible through the development of an automated Task Management System (TMS).

San Benito County’s “Booked in a Different Way” Program

San Benito County Librarian Nora Conte calls them “magical moments” – those opportunities a parent has to impact their child’s life in a positive way. And she has seen a number of them through the Grow Strong Benito program. Chief Probation Officer Brent Cardall likes to call the program, “Booked in a Different Way,” which really does sum up the intent – and success—of the program.

The program helps rehabilitate first-time drug offenders and intervenes in multi-generational cycles of crime and drug abuse by supporting the literacy and educational success of potential at-risk children.

Stanislaus County’s Latino Emergency Council

When there’s an emergency, like a flood or a toxic spill, communicating effectively can literally mean the difference between life and death. Knowing how, when and with who to communicate before the emergency happens can be immensely important. By definition, an emergency is unpredictable, except that you can predict that there will eventually be another one. You might not know when the next flood, fire, epidemic or earthquake will strike, but you can prepare for them. However, for immigrants language and cultural barriers can make disaster communication even more difficult.

That is the driving rationale behind the Latino Emergency Council (LEC), a group formed in early 2006 in Stanislaus County to set up an emergency response network linked to the Latino community. Today, the LEC is engaging Stanislaus County’s large Spanish-speaking population on a continuous basis to prepare for emergencies and to respond when they occur.

San Bernardino County’s AB 109 Program

Crime doesn’t pay — it costs. Anyone who has ever been a crime victim can tell you that, but so can county sheriffs and probation chiefs who are responsible for keeping track of many of the people who commit crimes in California. They will tell you that it is far more expensive to keep someone in jail than it is to supervise them in the community. The corollary to that is it is far less expensive to help someone so they don’t break the law again, than it is to have to put them back in jail if they do.And if they aren’t committing more crimes, they aren’t creating anymore victims either.

With that in mind, San Bernardino County is at the forefront of a growing trend in criminal justice: meeting the needs of low-risk offenders so they don’t reoffend and get sent back to jail.

For many people, purchasing that first home is the financial equivalent of climbing Mt. Everest. The process is made even more difficult in destination areas such as Napa County where housing prices are high and homes are in demand. It’s not uncommon for a house on the market to receive numerous offers. So, what do you do if you are a first-time homebuyer who wants to live in the community in which you work, yet you have limited resources for a down payment?  If you’re smart, you take advantage of Napa County’s Work Proximity Housing Program, the brainchild of Supervisor Mark Luce.

“Our workers have a hard time competing for housing because they are competing against a world market where people can afford to pay more for these homes,” Supervisor Luce says. “So we went about trying to figure out how we could assist our low and moderate-income workers who work in Napa, live in Napa.”

Riverside County’s Use of Inmate Labor

Riverside County covers more than 7,000 square miles, and includes some of the most sparsely populated landscape in the state. Keeping a county that big clean isn’t always easy, but Riverside County has a long-running jail inmate work program to pick up trash and maintain the landfills. It helps keep the roadsides clean and the inmates get some much-needed activity.

But a few years ago, Riverside County, like many in the state and across the country, found itself in a very tight budget situation. Money for minor construction and other small projects at the landfills had to be redirected to other priorities — and many of those projects were languishing. That’s when county leaders realized they might just have an untapped asset. What if you could expand the inmate program to include some of these other activities, as well as the typical trash clean up?

Sacramento County’s Human Assistance Medi-Cal/CalFresh Service Center

When people say that government agencies should be run more like a business, I suspect what they really mean is that government should use more efficient processes that result in better customer service. That’s what Sacramento County is now offering through a change of technology and process in their Cal-Fresh Service Center.

Under the old “case based” model, when someone applied for Cal-Fresh benefits, they were assigned to a case-worker who was in charge of that file. When you had questions, needed to make some changes or had any other reason to contact the program, you had to talk to your case-worker. That model worked because that one person gets to know his or her cases over time, but with growing case loads and limited budgets, the old way became unwieldy and inflexible.

Sacramento County  needed to change the process, and to do that, they needed to change the technology. Working mainly in-house, Sacramento County developed a system that allows any case-worker to access any Cal-Fresh file by computer.

Glenn County’s Community Re-Entry Work Program (CREW)

When California’s 58 counties began to tackle the challenges imposed by AB 109, the public-safety realignment of 2011, Glenn quickly became the “little county that could.” Through its Community Re-Entry Work (CREW) Program, Glenn is reducing recidivism, turning ex-offenders into contributing members of society – and saving the county money in the process.

In Glenn County, individuals now have a choice between receiving general assistance for three months or enrolling in CREW. The latter option is a 12-month program the provides ex-offenders the opportunity to receive assistance in a variety of areas, from housing and employment assistance to life skills and education. As Community Services Manager Lucy Hernandez is quick to explain, “It’s not a hand out; it’s a hand-up program.”

Riverside County’s Low-Impact Development Program

“Water water everywhere, nor any drop to drink” complains the Ancient Mariner as he recounts a harrowing voyage at sea. Here in California, on dry land, we too lament our water situation. Like the Mariner, we sometimes run short of clean fresh water for thirsty cities and agricultural crops. And just as often it seems, we have too much water, in the wrong place, all at once. Dealing with a flood can be just as harrowing as going thirsty.

Instead of merely lamenting on that sad fact, the people at the Riverside County Flood Control and Water Conservation District are putting science to work to see if they can reduce storm-water runoff, improve water quality, use less irrigation water and replenish the aquifer at the same time. The District is developing a Low Impact Development (LID) manual for developers, so, they can incorporate Best Management Practices (BMP) to reduce runoff and improve water quality in their project designs.

San Diego County’s Justice Electronic Library System

Imagine a stack of paper 40 stories high. That’s how much paper the San Diego County juvenile justice system was using each year related to court cases. Enter the Justice Electronic Library System (JELS), a collaborative effort of the county’s juvenile justice agencies, technology office and its outsourcing provider Hewlett Packard.  The end result is a state-of-the-art system that saves money, time and resources while improving the juvenile justice system.

The San Diego County Juvenile Court system is a busy place, holding approximately 25,000 hearings a year. Prior to every hearing, a report for each juvenile is provided by the Probation department to the District Attorney, Court and defense, which in turn sort, collate and pull hard files for inclusion in court reports. The County estimates that more than 1 million pages of documents are produced each year. Since a juvenile may stay in the system for years, resulting in numerous hearings, a single case could include more than 100 separate documents and reports.
