Lassen County – Building a Meaningful Relationship

Prison is no picnic. And let’s face it; it’s not supposed to be. I recently visited the Federal Correctional Institution in Herlong, California—up in Lassen County—and while the program we were there to learn about is truly remarkable, my next biggest takeaway from the experience was that there are many good reasons to remain a law-abiding citizen.

FCI Herlong is clean, orderly, well-run and surrounded by walls, gates, fences, razor wire and guards with some serious firepower and no apparent sense of humor. People from all over the nation are sentenced to this medium security prison. Most of the inmates will serve their terms and eventually be released. And that’s why the Lassen County Child Support program at Herlong is so important.

San Diego County – Accela Automation Project

Technology is driving up customer expectations. Modern technology has almost eliminated the need to go to the bank, the post office, the DMV—even retail stores. These days you can order just about any product or service today and get it delivered tomorrow. And “Customer Service” means allowing customers to interact with your company 24-7. That was the concept behind some major changes in how the San Diego County Land Use and Environmental Group interacts with the public.

In San Diego County, the land use group includes the people who approve building plans and inspect construction projects—and, they had a problem. First, they had a growing backlog of construction projects that needed approvals, inspections and final sign-offs. Many of these were rooftop solar projects that are very popular in sunny San Diego. And they had more than 40 different legacy computer systems that didn’t talk to each other and were becoming a problem even without the solar boom.

Los Angeles County – Care Clinic Innovation: Long Beach Mental Health

Located along a gritty section of Long Beach Boulevard, across the street from a 99 cent store and a used-car dealership – far away from the bright lights and glamour of Southern California – sits a non-descript two-story building. The only marking on the façade is a brightly colored mural above the entry way. Amidst a rainbow and dolphins, it reads, “Paths to Wellness and Recovery.”  This is Los Angeles County’s Long Beach Mental Health Clinic.

I enter the building and go through security under the watchful eye of the guard and a few clinic clients hanging around. I am taken upstairs to meet members of the “team.” What I find is a group of individuals utterly dedicated to improving the lives of their clients. They are the foundation of the “Care Clinic” – a fairly new, one-stop delivery system that fully integrates health care screenings, substance abuse and mental health services into a client’s treatment plan.

San Bernardino County – Inmate Fire Crew Program

In the southwestern corner of sprawling San Bernardino County, hard against the San Bernardino mountains, there’s a rustic old fire camp. It’s almost quaint when you first see it, but it doesn’t take long to realize that the crews training there are engaged in serious business. They are training to fight wild land fires in the rugged mountains just to the north—and with the drought in its fourth year, they are already busy.

When they are not actually fighting fires, the young men at the camp keep busy doing calisthenics, hiking the mountains and learning the proper use of chainsaws and a hand tool known as a “Pulaski”—part axe and part hoe. They have the easy camaraderie and slightly macho attitude common to young men doing difficult, dangerous work. What is not apparent from the camp or its occupants is that the camp is run by the San Bernardino County Sheriff’s Department, and the young men learning to fight fire are all inmates.

Ventura County – Digitized Business Reply Mail

There’s a perception that government is inefficient, that a seemingly endless bureaucracy creates wasteful spending. Those with that opinion obviously haven’t stopped by the Ventura County Government Center, where a collaborative project among departments is resulting in more efficient and effective services for area residents at a time of increased demand.

This collaboration between the County’s Health Services Agency, General Services Agency and IT Services Department resulted in the development of a digitized mail system for mail headed to Health Services. The bottom line is quicker and more efficient services.

The old system worked, but was time-consuming and pulled staff away from their primary jobs. It often took 2-3 days from the time mail arrived at the mail center before making its way into the hands of the eligibility workers. And then the real work began. With the hard copies in hand, HSA workers would spend an estimated 16,000 hours annually scanning documents.

Humboldt County – Interactive Multi-Site Community Meeting

The trip north on Highway 101 to the Humboldt County seat of Eureka is a gorgeous drive. Towering redwoods and green ferns line the meandering road. But for county residents who want to attend a Board of Supervisors meeting to discuss the county budget, that trip could be anything but relaxing.

It’s no wonder Humboldt County faces the same challenge many local governments do throughout the state and nation: How to get more citizens engaged in the process. This is especially important for Humboldt County’s leadership when it comes to getting input on budget priorities. Experience shows that few people attend the daytime Board of Supervisors meetings and putting on a budget meeting roadshow throughout the five supervisorial districts at night is time-consuming and has yielded little.

Alameda County – Dig Deep Farms

In Alameda County’s unincorporated neighborhoods of Cherryland and Ashland the crime and unemployment rates are higher than anywhere else in the county. Along with those alarming statistics run the side effects of poor health and various public safety concerns. So it may be surprising to some that the conversation has turned to urban farming.

Dig Deep Farms is a community-driven project and a great example of public policy in action. The collaboration between multiple county agencies and local area businesses contributed to Dig Deep Farms’ success in bettering the overall community.

“Health disparities are significant here. Rates of diabetes, childhood obesity, heart disease are well above county averages,” explained Lieutenant Marty Neideffer from the Alameda County Sheriff’s Office. “So it’s got all of these overlapping issues that affect public safety, public health, public education… you have to really address that overlap.”

Sonoma County – Youth Ecology Corps

Nineteen-year-old Mitch Blake squints through the hot afternoon sunlight at a gnarled tree limb overhanging a creekside path and pushes his hard hat higher on his forehead. He signals two members of his crew to come over and they discuss whether they should break out the chainsaw or not. After a few minutes they decide that the limb doesn’t need to come down quite yet but they note its location to check on it later in the year. They continue down the path, scanning either side of the trail for an offending limb or vine to trim.  The rest of their crew is slogging through the creek in ankle-deep water, occasionally stopping to haul out branches, trash and other debris.

Scenes like that one are commonplace for the Sonoma County Youth Ecology Corps. Since 2009, the Youth Ecology Corps (or SCYEC as it is affectionately called by its participants) has been bettering the lives of Sonoma County youth while at the same time saving the county money in skilled labor and preventative services.

Sacramento County – Break Away Bike Program

When it comes to innovative programs, the creative wheels are definitely turning in the Sacramento County Probation Department. As part of the county’s Adult Drug Court program, clients with transportation issues can earn donated bicycles. This incentive has improved attendance while helping clients get back on their feet.

Having transportation – even of the two-wheeled variety – allows clients to regularly attend Drug Court programs and other mandatory courses, get to their jobs on time and just participate in other aspects of everyday life we often take for granted.

In 2013, Probation Department staff started looking at reasons why some clients weren’t succeeding in Drug Court. Many of the roads kept coming back to the same issue: lack of transportation. “It hits a lot of different areas – people getting to treatment, getting to education, getting to employment … so we tackled that first,” explains Carol Paris, Assistant Probation Division Chief.

“Passion” isn’t a word commonly used in conjunction with technology. But “passion” is what has made Nevada County’s Collaborative Technology Center a reality — and a success.

Chief Information Officer Steve Monaghan wanted to create a technology center in Nevada County for years. He sees first-hand the technological constraints rural county residents face — even with something most of us take for granted, like connecting to the internet. But a multi-million dollar price tag for a technology center was always a stumbling block. Steve, though, never shelved his idea, and an executive staff retreat motivated him to find a way to make it happen. And he did that by working collaboratively with different government agencies and the local community.

Stanislaus County – Employee Mentor Program

Stanislaus County – Employee Mentor Program

“It takes a village to raise a child.”

In Stanislaus, members of the county family are following this motto through volunteer work at local elementary schools.

It’s called the Employee Mentor Program and it’s made a difference for the past 16 years.  Once a week for the entire school year, volunteers meet with the same student during the lunch hour. They serve as role models, advisers, teachers and even friends to inspire the identified at-risk students.

The Stanislaus County volunteers run the gamut, from administrative assistants to county supervisors. They work in teams of three, not only to ensure that at least one mentor meets with their selected student each week, but also to break down barriers within the county structure.

Addressing climate change across an entire government structure isn’t easy. So when the Alameda County Board of Supervisors decided they wanted to reduce the county’s carbon footprint 15 percent by 2020, the Sustainability Team drafted a Climate Action Plan—a blue print if you will, for how they would reach the goal. They knew that it would take a team effort.

In fact, it would take several teams to connect with 20 county departments that are now taking steps to reduce carbon emissions. Any department can foster recycling for example, or carpooling as methods to produce less greenhouse gas. Those things work almost anywhere. But you can also imagine that what works for the Department of Public Health might not for the Department of Public Works. The County Library system might find different methods than say, the County Jail.

Los Angeles County, “Paving the Way for Better Roads” – National County Government Month

We take our roads for granted – that is, until we start hitting some teeth-rattling potholes. It’s no secret that the condition of our local streets and roads is getting increasingly dire.  In the next 10 years the local system is facing a $78.3 billion funding shortfall. And so Public Works Departments are starting to look at new, innovative approaches to road maintenance and repair.

Los Angeles County is a leader in this field. The Public Works staff has flipped the traditional strategy, now focusing first on roads that are in good shape. Focusing on good roads rather than bad ones sounds counter-intuitive. But Assistant Deputy Director Greg Kelley explains how it’s no different than getting regular dental check-ups, or changing your vehicle’s oil a consistent basis. Prevention pays off. So why not apply that philosophy to our roads? It costs less to maintain a road in good condition rather than waiting until it needs significant repair. That also frees up money that can then be invested on the county roads that need significantly more work.  Two projects alone – in Altadena and Willowbrook – saved the County more than $3 million. Kelley estimates that Los Angeles County now invests about 70 percent of its road-repair funds on maintaining good roads.

Napa County, “Innovative Flood Control” – National County Government Month 2015

There is at least one biblical reference about turning water into wine—and there’s a whole chapter about flooding. Both of those things happen all the time in Napa County. Okay, the grape vines have to help turn water into wine, and now, even the flooding may be a thing of the past! Napa County is about 75 percent of the way through a multi-year, multi-project flood control program that has not only reduced the threat of flooding, it’s become a collaborative model for approaching multi-agency public works projects.

The Napa River is one of the last undammed rivers in California, running through some of the most valuable and well known ag land in the state. The river winds its way past world-class vineyards and wineries and through the towns of Calistoga and St. Helena. The banks of the Napa River are just more than a mile from the world renowned French Laundry restaurant in Yountville. Eventually, the river runs right through the center of the City of Napa on its way to San Pablo Bay.

Placer County, “Expanding with Broadband” – National County Government Month 2015

It’s only been a couple of years since airlines started offering WiFi on airplanes—but we have quickly become accustomed to having it. Think about that. You’re in an aluminum tube, 30,000 feet in the air, traveling at 600 miles an hour—and with a device that cost about as much as your plane ticket, you have the sum total of human knowledge at your fingertips. OK, most of us just watch cat videos, but if you wanted to study quantum physics, or read Plato you could do that, too!

And so in this day and age of high-speed access—from anywhere—it’s hard to imagine a school where the Principal couldn’t  email her attendance records to the district office, and worse, where the kids had to be bussed to a different school to take the state’s online standardized tests, because they didn’t have access to the internet. But that’s the situation the kids and teachers and administrators at Sheridan Elementary School in Placer County found themselves in. They had a one megabyte connection to the internet.

Yuba County, “Innovative Energy” – National County Government Month 2015

One of the laws of physics dictates that you can’t create more energy than you expend—but one of the laws of economics says that you can create more value in energy efficiency and local generating capacity than it costs to build the project. That was the critical factor that Yuba County put to work when the aging HVAC system in the County Courthouse needed to be replaced.

After more than 40 years of struggling to keep the courthouse warm in the winter and cool through Yuba County’s 100-degree summers, the heating, ventilation and air conditioning system was on its last legs. Not only was it costly to operate and maintain—it was frequently out of order. As one person in Yuba County told me, “Judges don’t like it much when the AC isn’t working in their courtroom.” The system was so old they could barely get parts for it anymore, so they knew they had to replace it.
