AB 1129 (Stone) makes changes to laws related to shoreline protection structures like seawalls, revetment, retaining walls, and the like. The changes include what type of structures the California Coastal Commission must provide a coastal development permit for, and establishes a presumption that shoreline protective devices create negative effects. It would also limit emergency permits to temporary authorizations, and clarifies civil penalty authority for unpermitted shoreline protection structures. CSAC currently has a pending position on this bill, but would greatly appreciate feedback about the potential impacts to counties.
