California Department of Justice Issues New Guidance on Senate Bill 1000

October 5, 2023

The California Department of Justice has issued new guidance to assist local governments in implementing and complying with Senate Bill 1000 (Leyva).

Senate Bill 1000 requires every California city and county that contains a disadvantaged community to address environmental justice in their General Plan. This includes identifying policies to reduce the unique or compounded health risks in environmental justice communities, prioritizing programs that address the needs of these communities, and promoting community engagement in decision-making processes.

The guidance (English and Spanish) provides methodologies and tools for community engagement, ways to identify environmental justice communities, and best practices in creating good environmental justice policies.
