Caltrans Revises SB 743 Implementation Timing Memo and Seeks Informal Feedback on Draft TAF and TAC Guidance Documents

The California Department of Transportation (Caltrans) recently revised the Vehicle Miles Traveled (VMT) CEQA Significance Determinations for State Highway System Projects Implementation Timeline Memorandum (Implementation Timing Memo). Caltrans is also soliciting feedback on the draft Transportation Analysis Framework (TAF) and Transportation Analysis under CEQA (TAC).

Revised Caltrans Implementation Timing Memo

The Implementation Timing Memo explains Caltrans policy on phasing in the use of VMT as the primary metric when analyzing the transportation impacts of projects on the State Highway System. The revised version of the Implementation Timing Memo and the Q&A is now posted on the Caltrans SB 743 website. The revised memo and Q&A address the feedback received during the informal feedback process.  

Draft TAF and TAC

Caltrans is soliciting informal feedback on the draft TAF and TAC through June 15, 2020. The draft documents are posted on the SB 743 webpage. Caltrans will be scheduling a webinar to discuss the content of the draft TAF and TAC and to get feedback, concerns, and questions. Members of the Caltrans 743 implementation team are also available to discuss the documents.
