Cannabis Briefing in the State Capitol

As Legislators came back to town this week, work in the Capitol geared up with a staff briefing on Proposition 64: Adult Use of Marijuana Act. CSAC, along with the League of California Cities, the California Police Chiefs and representatives from the Cannabis Industry presented as part of a panel discussion on the implementation of Proposition 64 and what lies ahead.
CSAC, along with our local government partners, discussed current steps working with our members, focusing on education, outreach and information sharing to assist local agencies in their response to Proposition 64 . Several key concerns emerged from the discussion, including the many inconsistencies between Proposition 64 and the Medical Cannabis and Regulatory Safety Act (MCRSA), the need for some reconciliation of the two different models – including licensing categories, vertical integration, and distribution limitations. Other major issues of concern included the timeline for implementation, impaired driving enforcement, banking, tax rates, and reasonable enforcement of cultivation in private homes.
CSAC is in the process of reconstituting our Medical Marijuana Working Group into a working group that covers a broader array of cannabis issues.
