CARES Act CDBG Funding for Non-Entitlement Counties Now Available

The California Department of Housing and Community Development recently released the Notice of Funding Availability (NOFA) for approximately $18.7 million in new federal funds for the Community Development Block Grant Coronavirus Response Round 1 (CDBG-CV1).

These funds are available pursuant to the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Funding is available on an allocation basis for eligible non-entitlement jurisdictions.

Funds are intended to support communities impacted by the COVID-19 pandemic and may be used for the following types of assistance:

  • Businesses and microenterprises/Economic development
  • Public services
  • Acquisition of real property to be used for treatment or recovery of infectious diseases
  • Medical and homeless facility improvements

Applications must be submitted through HCD’s new online Grants Network, eCivis and will be accepted over-the-counter from June 8, 2020 through August 31, 2020.

HCD will be hosting a webinar to provide guidance on preparing a CDBG-CV 1 application and to discuss expectations in operating CDBG-CV1 funded activities. The webinar will be held on June 24, 2020 from 1:30 p.m. – 4:00 PM. A registration link is available here .
