CSAC Ag, Environment and Natural Resources Team Requests Bill Feedback

SB 1 (Atkins): This bill would require several state agencies to monitor changes to major federal environmental and labor laws and would give those agencies authority to promulgate regulations and emergency regulations that capture existing federal baselines in those laws to state law. The bill also gives agencies the ability to promulgate emergency regulations that do not require review by the California Office of Administrative Law.  

Specific federal laws to be monitored for changes include the Clean Water Act, the Clean Air Act, the Safe Drinking Water Act, the Endangered Species Act, the Fair Labor Standards Act, the Occupational Safety and Health Act, and Federal Coal Mine and Safety Act. This bill would also authorize a person acting in the public interest to bring enforcement actions to maintain federal standards and requirements incorporated into state law. This bill could have an impact on how counties acquire permits for a variety of different activities.
