CSAC and County Engineers Advocate For Changes to Waters of the State Rule

CSAC and several county engineers joined a broad coalition of water agencies and business industry stakeholders at a public workshop of the State Water Resources Control Board to support changes to a draft Waters of the State regulation.

Dave Leamon, Chair of the CEAC Flood Control and Water Resources Policy Committee and Stanislaus County Public Works Director and Dr. Mark Strudley, Santa Cruz County Flood Control Division Manager both testified at the hearing, expressing the impacts the proposed regulations would have on counties.  

A major element of the rule could affect how county engineering departments acquire permits for routine maintenance of flood control channels and projects. CSAC and CEAC have been monitoring the development of this regulation closely and recently sent a letter to the Water Board expressing concerns about the impact of the rule and included proposed changes in the letter. That letter can be found here. The State Water Board is expected to adopt the final version of the regulation on April 2, 2019.
