Executive Order – IHSS and Child Care

On Tuesday evening, the Governor signed Executive Order N-47-20 that has items on both the In-Home Supportive Services (IHSS) Program and child care. For IHSS, the Executive Order grants the Director of the California Department of Social Services (CDSS) the flexibility to waive certain IHSS program requirements, activities, and regulations. CDSS is moving forward on preparing additional guidance related to IHSS and COVID-19. This Executive Order provides the authority to the Department to make some of these needed changes on key challenges that have been identified by CSAC, CWDA, CAPA, and other partners, such as on provider enrollment.

The child care items in this Executive Order follow up on the child care Executive Order that was issued over the weekend. The deadline for the required guidance on child care for essential workers was extended to April 8, and further clarification was provided on child care access for children with disabilities or special healthcare needs and children at risk of abuse and neglect.
