Final Budget Push to Preserve Safety-net Services

The Speaker and Pro Tem have announced that they will vote on the Legislature’s budget plan on Monday to meet the June 15 constitutional deadline and will keep negotiating with the Governor to resolve differences between their budget and the May Revision. One of those significant differences is the $1 billion that the Legislature would provide for safety-net services that counties provide on behalf of the state. With this issue remaining unresolved and final budget decisions occurring at any time, CSAC urgently needs counties to keep contacting Governor Newsom’s Administration, Senators, and Assembly Members to stress the vital need for this safety-net funding.
The Legislature and Governor’s office need to hear directly from Counties. Call and text them to convey these important messages:
1. Thank Legislator for $1 Billion for Safety-net
“Thank you for including $1 billion to help preserve the safety net services that counties administer on behalf of the state.”
2. Provide Local Examples of Safety-net
“Without this funding, our county will be forced to decimate safety-net services such as <<insert key local services that you care about here, such as core Public Health functions during the pandemic, responding to reports of child abuse and neglect, Children’s Behavioral Health Services, responding to elder abuse and neglect, public safety functions>>.”
3. Reinforce the Need to Fund Both 1991 and 2011
“Please ensure this safety-net funding is spread equitably across both 1991 and 2011 realignments to help protect all services including public health, behavioral health, social services, and public safety.”
4. Ask that this Safety-net Funding Remain in the Final
“I understand the difficult decisions you’re facing in these unprecedented times and appreciate your help in doing everything you can to ensure this funding for safety-net programs is included in the final budget agreement. Is there anything my county or CSAC can do to get you more information?”
