The California Department of Housing and Community Development
(HCD) is reminding local governments that they are required to
submit 2023 APRs to HCD and OPR by April 1, 2024. To support
submissions, jurisdictions can use the 2023 Annual Progress
Report
form,
supplemental webinar,
instructions, and
FAQ.
HCD has made available copies of previous APRs that have been
uploaded to its database. If you are searching for a prior APR
form that was submitted to HCD, you may
log into our APR system and download the completed form. For
additional assistance, contact APR@hcd.ca.gov.
Please note,
AB 2653 (2021) allows HCD to request corrections to the APR
and reject an APR submission should those corrections not be
made. HCD reviews APRs for completeness and accuracy, and
encourages jurisdictions ensure that the APR submitted is
complete and accurate. To support the implementation of AB 2653,
HCD will be performing additional APR data quality analysis using
quantitative and qualitative tools. Revisions to APRs submitted
in prior years can be submitted at any time.
