HCD Begins Statewide Farmworker Housing Needs Study

March 21, 2024

The California Department of Housing and Community Development (HCD), in partnership with UC Davis Western Center for Agricultural Health and Safety, launched the California Farmworker Housing Study. This study is being conducted to fulfill the requirements of AB 1654 (Rivas, Chapter 638, Statutes of 2022) and will assess the existing housing conditions for farmworkers and analyze unmet farmworker housing needs.

The study will include a housing survey, quantitative analysis, listening sessions and key authoritative source interviews. HCD and the research team will gather farmworker and other stakeholder’s perspectives on housing and housing production, analyze farmworker household demographics, and conduct a farmworker housing needs analysis based on these inputs and existing datasets and reports.

HCD and the research team are beginning outreach in March 2024 and is focusing their efforts on gathering information from farmworkers in several key regions of the state, including the San Joaquin Valley, Imperial County, Coachella Valley and others.

The final study will help to inform a comprehensive statewide farmworker housing strategy to be released by HCD in 2027.
