The California Department of Housing and Community Development
(HCD) recently released the Local Early Action Planning (LEAP)
Grants
Notice of Funding Availability (NOFA) for approximately $119
million. These planning grants are authorized pursuant to AB 101
(Committee on Budget, 2019).
LEAP funding is available to jurisdictions for the preparation
and adoption of planning documents and process improvements that
accelerate housing production and facilitate compliance in
implementing the sixth cycle of the regional housing need
assessment.
The over-the-counter application deadline for LEAP Grants is
July 1, 2020.
HCD will be holding workshops to provide an overview of the
program, the application process, and to answer questions.

Please note that HCD will also be hosting targeted Technical
Assistance workshops at a sub-regional and county level from
March through May. These workshops will focus on providing
application assistance and discussing long-term technical
assistance needs.
