HOME-ARP Draft Allocation Plan Open for Public Comment

The California Department of Housing and Community Development (HCD) is soliciting public review and comment on California’s Draft Home Investment Partnership Program – American Rescue Plan (HOME-ARP) Allocation Plan. To address the need for homelessness assistance and supportive services, the U.S. Congress appropriated $5 billion in funding from the American Rescue Plan Act of 2021 to be administered through HOME. Program activities must primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations.

The Draft HOME-ARP Allocation Plan describes how HCD will use and distribute $155 million in funding on behalf of jurisdictions and unincorporated areas that do not receive funding directly from the U.S. Department of Housing and Urban Development (HUD). This portion of funding is separate from the additional $512 million entitlement cities and counties in California will receive directly from HUD.

A virtual public hearing on the draft plan will take place on Wednesday, February 15, 2023 at 1:00 pm. The hearing will be presented via webinar, and interested parties can register here. Webinar attendees will be able to ask questions and provide comments on the draft plan. Public comments will be accepted through February 23, 2023 at 12:00 pm and can be submitted to HCD via email: HOMEARP@hcd.ca.gov.
