CSAC has developed an
American Rescue Plan webpage dedicated to resources on the
nearly $1.9 trillion coronavirus relief bill signed into law on
March 11. This page will be consistently updated with new
materials related to the American Rescue Plan, including the two
new resources below, with a primary focus on the implementation
and guidance related to the direct county relief funding in the
Coronavirus Local Fiscal Recovery Fund.
American Rescue Plan Act Summary – CSAC’s Washington
representatives, Paragon Government Relations, have drafted a
comprehensive overview of the American Rescue Plan Act of 2021.
This document provides a summary of all the key provisions of
the American Rescue Plan that are relevant for counties
including direct relief funding, vaccine distribution, disaster
relief funding, nutrition assistance, rental assistance,
homeless assistance, and many others. In addition, California
funding estimates for the various provisions are provided when
available. This document will be updated as implementation
continues to move forward.
NACo Letter on Direct Funding Implementation – CSAC also
wanted to share this letter that NACo sent to the US Department
of Treasury about the implementation of the Coronavirus Local
Fiscal Recovery Fund. Utilizing input provided by counties,
this letter highlights the key feedback and recommendations
that counties have about the eligible uses of the funding, lost
revenue provisions, the definition of broadband, and other
aspects of the relief funding.
