The 2022 Permanent Local Housing Allocation (PLHA) application
deadline has been extended to November 30, 2022.
Jurisdictions throughout California can use this opportunity to
apply for their 2019, 2020, and 2021 available funds. The 2019
PLHA funds have an encumbrance deadline of December 31, 2022 so
if your jurisdiction has not applied for your 2019 funds, it is
critical to apply by that November 30, 2022 deadline or 2019
funds will revert to other uses according to state law.
Currently more than
150 jurisdictions still have 2019 funds they have not applied
for – the time is now! Please review Appendix A of the NOFA to
view how much your jurisdiction has available in 2019, 2020, and
2021.
Updated Housing Element Guidance – Compliance Required by Time of
Award
Revisions to the housing element compliance requirements have
changed to allow jurisdictions to apply while they are still
working toward housing element compliance. Jurisdictions can
receive awards if they are compliant by time of award, which will
be made no later than February 28, 2023. Jurisdictions that are
within 120 days of their housing element due date, may use the
prior cycle’s compliance to determine eligibility for an award.
If your jurisdiction is currently compliant this is a great time
to apply. If you are still working towards compliance, you should
still apply!
The PLHA provides funding to local governments in California for
housing-related projects and programs that assist in addressing
the unmet housing needs of their local communities. The funding
supports increasing the supply of housing for households at or
below 60% of area median income; providing assistance to
affordable owner-occupied workforce housing; assisting persons
experiencing or at risk of homelessness; facilitating housing
affordability, particularly for lower- and moderate-income
households, and more.
