PILT Language Clarification Introduced

An RCRC-sponsored bill to require Payment In Lieu of Taxes (PILT) payments is back on the legislative agenda. SB 58 (McGuire) would reverse a change in PILT statute that made the program permissive rather than required; this change occurred as part of the 2015-16 state budget package. Though PILT has been funded in recent fiscal years, CSAC is concerned that future administrations may choose to simply not make PILT payments – which would be allowable based on the current language. SB 58 would ensure that PILT payments are made to counties in the future.

Similar bills have been introduced and failed in recent legislative sessions. CSAC will keep counties apprised of how it fares and would encourage counties to send support letters.
