CSAC has created an updated version of the
IHSS Wages and Bargaining Brief (September 2023) in
partnership with the County Welfare Directors Association of
California (CWDA) and the California Association of Public
Authorities (CAPA). This resource provides an overview of the
tools and procedures related to In-Home Supportive Services
(IHSS) wages, benefits, and collective bargaining that have been
established in recent IHSS legislation.
The updated version reflects the changes enacted this year
through the human services trailer bill, AB 120 (Chapter 43,
Statutes of 2023). That legislation increased and made ongoing
the 1991 Realignment withholding related to IHSS collective
bargaining that could potentially apply to counties without a
collective bargaining agreement in place. It did not alter the
four conditions that must occur prior to any withholding being
applied. In addition, this version includes updated examples of
the wage supplement and ten percent over three years tool to
reflect the current state minimum wage and state participation
cap.
