Water Board Wants Comments on Proposed Dredge & Fill Procedures

The State Water Resources Control Board (Water Board) is seeking public comment on their proposed Procedures For Discharges of Dredged Or Fill Materials To Waters Of The State (Procedures), formerly known as the Wetland Riparian Area Protection Policy. According to their public notice, the Water Board is proposing these Procedures for the following reasons:
- To strengthen protections for waters of the state that are no longer protected under the Clean Water Act (CWA) due to U.S. Supreme Court decisions.
- To eliminate inconsistencies across the Regional Water Quality Control Boards on how things are done, defined, etc.
- Because current regulations have not been adequate to prevent losses in the quantity and quality of wetlands in California, where there have been especially profound historical losses of wetlands.
Written comments are due by Noon on Thursday, August 4. The proposed procedures and related documents and information are available on the State Water Board’s web site here. CSAC plans to submit comments.
