Description:
The Human Services Agency (HSA) is seeking a Director of
Information Technology and Administration. HSA is accredited by
the nationally recognized Council on Accreditation (COA) and
provides a wide array of public social services to San Mateo
County residents, especially those in need or in crisis. Our
mission is to assist individuals and families to achieve economic
self-sufficiency, promote community and family strength, and work
to ensure child safety and well-being.
The Director reports directly to the Human Services Agency
Director and has responsibility for the following functions: Fair
Hearing, Business Systems and Solutions, Facilities and the
Record Center. The Director is responsible for recommending,
developing, implementing and evaluating goals, objectives,
policies and procedures related to the assigned functions while
assuring integration of division services and activities with
other Agency divisions, County departments and outside agencies.
The candidate selected for this Director position is a
politically astute individual with the ability to represent the
interests of the Human Services Agency, its clients and its
employees.
Responsibilities include planning, organizing, directing and
evaluating the delivery of outcome-based, administrative and
technical services throughout the Agency; researching and
preparing comprehensive fiscal and technical analyses, studies
and reports; anticipating and responding to the need for new or
modified systems or funding approaches; providing leadership for
multiple programs in collaboration with other Agency directors;
representing the division to outside organizations; selecting,
supervising, training and evaluating managerial, clinical,
professional, technical and clerical subordinate personnel; and
performing related duties as assigned.
Qualifications:
Additionally, the ideal candidate:
• Has direct IT and administrative experience, three years of
which is at higher level management experience
• Has superior experience implementing technology solutions such
as electronic workflows, use of business analytics and mobile
technology
• Has demonstrated experience managing technology budgets within
a public sector arena
• Understands the mission, goals and values of the Human Services
Agency
• Is an effective communicator and relationship-builder and can
effectively collaborate with multiple stakeholders
• Has strong leadership skills and demonstrated ability to engage
and motivate staff
