Description:
The San Mateo County Health System is seeking an experienced
individual for the position of Mental Health Program Specialist
to focus on two major efforts: 1) coordinating activities
addressing the needs of clients and families with complex
clinical issues such as co-occurring mental health and substance
use issues in the Behavioral Health and Recovery Services (BHRS)
Division, including clinical issues related to Primary Care and
Criminal Justice concerns; and 2) coordinating the Crisis
Collaboration efforts of BHRS with other entities in the County
of San Mateo. Additional duties include participating in the
discussion and revision of division policies and procedures
regarding practices concerning co-occurring disorders (COD);
educating community groups and agencies on behavioral health
services and awareness; consulting regarding service delivery
systems on the Community Services Area model in use at BHRS;
coordinating the Crisis Collaboration Committee; coordinating the
Change Agent Co-Occurring related activities; co-leading the
Complex Case Conferences for BHRS with the BHRS Medical Director;
and collaborating on training efforts related to all the areas
noted.
The current vacancy is in the Behavioral Health and Recovery
Services Division located in San Mateo, CA, but will travel to
attend meetings and perform other duties of the position.
The Mental Health Program Specialist will coordinate program
activities with services provided by the Division’s clinics,
private service providers, schools, state institutions and other
public or community agencies; establish and maintain program
procedures that are consistent with Federal, State and local laws
governing mental health services; monitor and consult with
contract providers to ensure compliance with services requested
by the County and help determine jointly beneficial solutions to
problem areas; research and prepare grant proposals for specific
behavioral health projects; evaluate and integrate changes in
legislation into the program procedures; provide clinical
consultation to various agencies; track the clinical follow-up
from the Complex Case Conferences; plan and develop projects and
meetings for the Crisis Collaboration Committee; and compile data
and prepare program evaluations and other reports as needed.
Qualifications:
The ideal candidate will possess the following skills:
• Proficiency in providing both mental health and substance use
treatment services in a clinical setting
• Knowledge of current best practices in the fields of addiction
treatment and mental health regarding co-occurring substance use
and mental illness
• Knowledge of crisis intervention efforts
• Ability to communicate well in large public groups from a wide
array of backgrounds and interests, including law enforcement,
direct care providers and educators, and oversee the work product
of a large number of individuals implementing program-based
quality improvement activities
• Flexibility in job assignments and able to work among line
clinical and administrative staff, consultants and management
• Strong organizational skills, with an ability to work with the
“big picture” of systems change, while managing many levels of
detail in implementation
• Ability to provide leadership and promote quality improvement
processes, as well as an ability to negotiate, solve complex
problems and resolve conflict
Qualified candidates will have a valid California license as one
of the following: 1) Clinical Social Worker; 2) Marriage and
Family Therapist; 3) Clinical Psychologist; or 4) Registered
Nurse. A typical way to qualify is three years of experience as a
Mental Health professional.
