California Department of State Hospitals’ Incompetent to Stand Trial Diversion and Community Based Restoration Infrastructure Project

California’s Department of State Hospitals’ (DSH) Incompetent to Stand Trial Diversion and Community Based Restoration Infrastructure Project provides $468.8 million in one-time grant funding to California counties to build, acquire, or develop residential housing settings for people who have been deemed incompetent to stand trial (IST). The focus of this project is to provide intensive treatment and wraparound services in a community-based, home-like setting in support of the Department’s Felony Mental Health Diversion Program and Community Based Restoration Program. 

CSAC is pleased to share that DSH recently announced that they along with their partners Advocates for Human Potential, Inc. (AHP) have launched a new website for the IST Infrastructure Project for the development of 5,000 residential beds. The website now has the Request for Proposal (RFP) available and will include additional resources and features coming soon. Additionally, DSH and AHP will be hosting another informational webinar on March 1, 2023 to review the RFP process in more detail. Applications for grant funding are accepted on a rolling basis through June 30, 2024.
