Funding Application for Existing Whole Person Care Pilot Counties Now Available

The Department of Health Care Services (DHCS) has released the application and funding allocations for one-time Housing Funds for Whole Person Care (WPC) Pilots. The application was released to current Whole Person Care Lead Entities on Monday, July 22, 2019.

The 2019-20 Budget Act allocates $100 million in State General Fund for WPC pilots to invest in flexible housing services for those living with mental illness and who are homeless or at risk of homelessness. CSAC wishes to thank Governor Brown and the Legislature, as well as DHCS Director Jennifer Kent, for this additional flexible funding opportunity.

The noncompetitive one-time funding is available to all WPC counties that wish to apply. An application consists of a letter of interest informing DHCS of the pilot’s plans for using the funding over five years and a Board of Supervisors Resolution indicating the acceptance of funds. The application also contains instructions for counties, the funding allocations, the methodology used, and a helpful list of deadlines.

Action Required

Counties must submit a letter of interest to DHCS by Monday, September 23, 2019. CSAC and county affiliates have developed a sample resolution for counties to use as part of the final acceptance of funds process.  The due date for the resolution is Monday, October 7, 2019.
