Request for Extension of Section 1115 and 1915(b) Medicaid Waivers

CSAC and county affiliates submitted a coalition letter to our California Congressional delegation requesting their support in urging extensions to the Section 1115 Medicaid waiver and the Medi-Cal Specialty Mental Health Services (1915(b)) waiver. Our coalition has specifically asked our delegation to support a one-year extension for both waivers.

In the last several months, CSAC has worked to respond to federal proposals, such as the Medicaid Fiscal Accountability Rule (MFAR), and worked closely with county affiliates and the state on Medi-Cal 2020. Medi-Cal 2020 would transition many of the key components, such as Whole Person Care and Public Hospital Redesign and Incentives in Medi-Cal (PRIME), from previous Section 1115 Medicaid waivers to the new waiver. As governments divert their immediate attention and resources to responding to the COVID-19 pandemic, stakeholders do not have the capacity to provide thoughtful engagement in the Medi-Cal 2020 waiver discussion or implementation of non COVID-19 related rules. While counties provide frontline response, we have asked Congress to support our request for one-year extension for the two waivers set to expire this year.
