URGENT REQUEST TO OPPOSE AB 505 (Ting): The Office of Youth and Community Restoration

CSAC would like to bring the recently amended version of AB 505 (Ting) The Office of Youth and Community Restoration to your attention. This measure seeks to make substantive changes to several key provisions of SB 823, the 2020 legislation that realigned full responsibility for the juvenile justice continuum to county governments.

AB 505 disrupts the vital governance principle that responsibility must be accompanied by the authority to successfully implement, by upending critical aspects of the Division of Juvenile Justice (DJJ) realignment framework that were the subject of considerable negotiation during deliberations on SB 823. Provisions in that measure are explicit with respect to realigning responsibility from the state to county governments for the population of young people who previously were eligible for placement in a DJJ facility.

Although we are still evaluating potential legal implications of the recent amendments, AB 505 is a top priority for our Administration of Justice Committee, and primary policy and fiscal concerns remain. Linked here is our county coalition opposition letter as of Thursday, August 24th to the Senate Appropriations Committee. The bill will be heard on Monday, August 28th in the Senate Appropriations Committee.
