AB 147, by Assembly Member Roger Dickinson, would expand existing
eligible uses for transportation mitigation impact fees charged
under the Subdivisions Map Act for transit, bicycle, and
pedestrian facilities.
SB 907 (Evans) – Support if Amended

SB 907, by Senator Noreen Evans, would which would create the
Master Plan for Infrastructure Financing and Development
Commission and would require the Commission to prepare and submit
a strategy and plan for infrastructure development in California
by December 1, 2013.
AB 931 (Dickinson) – Sponsor
As Amended on April 15, 2011
AB 931, by Assembly Member Roger Dickinson, sponsored by CSAC,
aims to incentivize affordable infill housing projects throughout
the State of California.
SB 226 (Simitian) – Request for Comment
As Introduced on February 9, 2011
SB 226, by Senator Joe Simitian, would, under the California
Environmental Quality Act (CEQA), revise the scoping procedures
by authorizing referral of a proposed action to adopt or
substantially amend a general plan to a city or county under
Government Code §65352 to be conducted concurrently with the
scoping meeting, and authorizes the city or county to submit its
comments at the scoping meeting.
Transportation Tax Swap Approved by Assembly and Senate Budget
Committees
The full Senate Budget and Finance Committee adopted, by
unanimous vote, the comprehensive transportation tax swap fix as
proposed in the Governor’s January 2011-12 budget during their
hearing on Wednesday, including the validation of the replacement
taxes and the transfer of truck weight fees. The full Assembly
Budget Committee also adopted the proposal, with the Republican
members voting “no”.
Transportation Tax Swap Fix Moves to Full Budget Committee
CSAC continues to support swift action to validate by a
two-thirds vote the Prop 42 transportation replacement taxes
contained in the Transportation Tax Swap (swap) adopted back in
March 2010. As you may recall this is necessary due to the
passage of Proposition 26 which retroactively applies the
two-thirds vote requirement for adopting taxes.
CSAC Housing, Land Use, and Transportation Policy Committee
Meeting
The CSAC Housing, Land Use, and Transportation Policy Committee
is scheduled to meet on Thursday, February 3rd from 9:30 a.m. to
11:00 a.m., in the CSAC Peterson Conference Room, 1100 K Street,
Sacramento. The tentative agenda includes a State Budget and
Legislative Update and an action item to approve proposed changes
to the CSAC County Platform chapters under the purview of the
committee. The final agenda will be sent to committee members and
posted on the CSAC website by next week.
CSAC, along with the Legislature and multiple transportation
stakeholders, continues to analyze and understand the affects of
Proposition 26 on the transportation tax swap enacted in March
2010 (AB X8 6 and AB X8 9). Recall that the
transportation tax swap eliminated the sales tax on gasoline
(Proposition 42 and spillover) and replaced it with a 17.3-cent
increase in the excise tax on gasoline (Highway Users Tax Account
or HUTA) and a 1.75 percent rate increase in the sales tax on
diesel.
AB 602, by Assembly Member Mike Feuer, seeks to change the
decision of a Court of Appeal (Urban Habitat v. City of
Pleasanton) relating to a statute of limitations for housing
elements and other housing related issues. More specifically, we
understand the bill will be amended to provide a five-year
statute of limitations for challenging a housing element and
related statutes, such as growth limitations, density bonus
ordinances, and zoning changes.
AB 602 (Feuer) – Oppose
As Amended on June 21, 2010
Assembly Bill 602, by Assembly Member Mike Feuer, would change
the decision of a Court of Appeal (Urban Habitat v. City of
Pleasanton) relating to a statute of limitations provision for
challenging housing elements. CSAC has a number of concerns with
the approach of the bill, which are described in detail in our
letter which can be found on the CSAC website.
