In an overall effort to strengthen the long-term sustainability of what is the largest public employees retirement system in the country, the CalPERS Board of Administration approved a recommendation to gradually lower the “discount rate” during its December 21 meeting. Counties will recall that the discount rate is the percentage of expected returns on investments made by CalPERS. A lower discount rate means that employers, including counties, will be contributing more to the retirement fund over the next three years.

The Finance and Administration Committee of the California Public Employee’s Retirement System (CalPERS) will be hosting a workshop on the discount rate during its open session meeting next Tuesday, December 20. The workshop will build upon previous discussions about securing CalPERS’ future – managing funding risk, stakeholder outreach and engagement. This includes the impact to the funded status, normal costs, and unfunded accrued liabilities if the Board of Administration (Board) elects to lower the assumed rate of return.

The survey was intended to gauge public agencies’ awareness of CalPERS’ ongoing discussion of its discount rate and the ability of individual agencies to absorb increased contribution rates over the next 12 months should that rate be lowered.

Creates notification and suspension guidelines for physicians or practitioners in the workers’ compensation system who have been suspended from the Medi-Cal system for reasons like felony conviction or misdemeanor like fraud or abuse. CSAC supported this measure as a positive initial step towards reducing fraud in the workers’ compensation system.

State Controller Betty T. Yee on Tuesday updated the “Government Compensation in California” website, which posts compensation data for more than 5,000 public employers in California. Public employers are required to submit compensation data for each employee and elected officials as a result of AB 341 (2015) which amended Government Code §53891 to require complete reports of compensation for the previous year to be submitted to the Controller by April 30.

The U.S. Department of Labor recently finalized a new rule on overtime pay that could significantly impact county payrolls. Supreme Court: City Can’t Demote Employee Based on False Accusation

In a case with implications for municipal governments all over the country, the U.S. Supreme Court overturned earlier decisions regarding a city that demoted an employee due to an erroneous belief he violated city policy.

The employee made a civil rights claim against the City of Paterson, New Jersey after he was demoted based on an accusation that he was engaging in campaign activities, contrary to standards set in city policy.
