California Voters Approve Most Local Tax Measures

Local tax and bond measures performed surprisingly well up and down the state this election. Voters appear to have passed more than three-fourths of them, including 19 of 28 county measures, according to a preliminary analysis by local finance expert Michael Coleman.

Training Grants Available for Special District Officials

More than $55,000 in scholarship funds are now available for special district staff and elected officials to use for leadership and governance training in 2018. The scholarships were recently approved by the Special District Leadership Foundation (SDLF), a non-profit supported by the California Special District Association (CSDA) and the Special District Risk Management Authority (SDRMA.)

Counties and other government agencies must begin reporting how much revenue they lose to tax abatements for economic development and other purposes, according to a new requirement issued by the Governmental Accounting Standards Board (GASB) earlier this month. AB 1948 (Mullin) – Concerns

AB 1948, by Assembly Member Kevin Mullin, would impose minimum training/education requirements for those elected or appointed to the office of County Treasurer/Tax Collector. Under current law, county Board of Supervisors can adopt minimum standards for the position of County Treasurer/Tax Collector, both appointed and elected. Many Boards of Supervisors have exercised this authority while some have not.

The bill has been approved by the Senate and Assembly and now awaits the Governor’s decision.

SB 628 by Senator Jim Beall was amended late in the session to provide for a new economic development tool, Enhanced Infrastructure Financing Districts (EIFDs). Counties will recall that the Governor had proposed the concept of EIFDs in his January budget proposal and May Revision, building on the existing infrastructure financing statutes. IFDs, like redevelopment agencies (RDAs), are economic development financing mechanisms that rely on tax increment financing.

AB 2493, by Assembly Member Richard Bloom, would authorize successor agencies of dissolved redevelopment agencies to use and commit bond proceeds for those bonds issued between January 1, 2011 and June 28, 3011 for certain types of projects. This would directly affect the allocation of property tax revenues, since the allocation of property tax revenues is a zero-sum game. AB 2493 would therefore have negative fiscal consequences for affected taxing entities, including counties.

CSAC supports AB 2119, by Assembly Member Mark Stone, which would allow counties to propose a transaction and use tax increases only in the unincorporated area of the county. The proceeds from the tax, if unincorporated voters approve it, could only be used in the unincorporated area.
