The City and County Pavement Improvement Center (CCPIC), a joint venture between CSAC, the League of California Cities (League), the University of California and the California State University systems, held the inaugural meeting of the Governing Board to set-priorities for the coming year.

The purpose of CCPIC is to promote and leverage the most advanced, cost-effective and sustainable pavement practices, science, tools, and resources to California’s cities and counties, which will help local agencies maximize the value of their local streets and roads.

New Report: Lack of Safety Features on Roads Costs California Drivers $61 Billion Each Year

New localized data says the lack of safety features on roads and bridges costs California drivers $61 billion each year – as much as $2,995 per driver in some areas – due to California’s outdated roads, bridges and transportation infrastructure, currently under threat of further deterioration by Prop 6, the effort to repeal SB 1 – the Road Repair and Accountability Act of 2017.

Small Cell Deployment Fight Takes National Stage

Chairman of the Senate Commerce, Science, and Transportation Committee – Senator John Thune (R-SD) – introduced a bill in July regarding small cell deployment. As introduced S 3157 – Streamlining the Rapid Evolution and Modernization of Leading-edge Infrastructure Necessary to Enhance (STREAMLINE) Small Cell Deployment Act – would impose restrictions on local government authority to regulate the deployment of wireless communications infrastructure while limiting the ability of localities to raise revenues.

The California Transportation Commission (CTC) approved $2.7 billion of funding for 61 transportation projects last week that will increase safety, decrease congestion, and move goods more efficiently throughout the state. Funding for these projects comes from SB 1 – the Road Repair and Accountability Act of 2017.

Senator Bill Dodd, a former Napa County Supervisor, introduced a measure on behalf of CSAC this week that seeks to expand the tools counties have to plan and deliver infrastructure projects. The California Transportation Commission is expected to approve guidelines for local agency reporting at its August 16 meeting and the initial round of local government reports on planned uses of SB 1 Road Maintenance and Rehabilitation Account funding will be due on October 16.

CSAC Weighs in on Potential Housing Deal Bills

Legislative leaders and the Governor announced on July 17 their plan to pass a package of bills to address California’s housing crisis when the Legislature returns from its month-long summer recess August 21. According to a statement from Governor Brown, Speaker Rendon and President pro Tem de León, “the package of legislation… will include a general obligation bond, a permanent funding source for affordable housing and regulatory reform.”

AB 516 (Mullin). Temporary License Plates: Support – Signed. Creates a temporary license plate program, which, among other goals, will help prevent toll evasion. CSAC supported this measure because California receives credits for toll revenues. These toll credits benefit federally funded transportation projects in all areas of the state.

Governor Brown Signs Gaming Compacts with Eight Tribes

Governor Brown signed bills this week ratifying new or amended gaming compacts he had negotiated with eight California tribes. The compacts are required under federal law in order for the tribes to operate slot machines and certain types of card games in California. As the Governor’s press release notes, the Governor previously signed bills ratifying compacts with three other tribes in 2016, for a total of thirteen compacts ratified during the 2015-16 legislative session.

CARB Holds Workshop on Transportation and Land Use Strategies for GHG Reduction

The California Air Resources Board (CARB) hosted a public workshop on strategies in the transportation and land use sector to help achieve the State’s greenhouse gas (GHG) emissions reduction goals. The AB 32 Scoping Plan, which outlines the State’s comprehensive strategies to achieve our ambitious GHG reduction goals, is currently being updated to reflect the newest objective pursuant to SB 32 which requires reductions of 40 percent below 1990 levels by 2030.

Homelessness impacts all 58 counties in California – rural or urban, northern or southern, inland or coastal. It impacts individuals and families of every background.  The causes of homelessness can be traced to a variety of problems including loss of employment, lack of affordable housing, drug and alcohol abuse, and physical and mental illness. There is no one solution to this growing problem.

In addition to the failure of Governor Brown’s “by-right” housing proposal, which had been linked with $400 million in funding for affordable housing, the housing and land use bills that CSAC weighed in on in 2016 met mixed fates at the end of the two-year session. While bills aimed at streamlining and creating incentives for various types housing production were passed, bills that would have increased funding to subsidize the development of affordable homes stalled.

On July 1, the Legislature left the Capitol for summer recess without taking action on the Governor’s “by-right” housing proposal. Counties will recall that the Governor proposed statutory language to streamline the approval of certain housing projects that include affordable units as part of his May budget revision. While the legislative leadership and the Governor agreed to set aside $400 million for housing priorities contingent upon agreement on the by-right proposal, the issue was not resolved along with the rest of the budget.

Update on Land Use Planning Bills

CSAC removed its opposition to a bill related to the state’s density bonus law this week after securing amendments that would ease implementation for counties.  Under existing state law, residential developments that include specified percentages of affordable to low-income housing are offered higher-level density and other concessions by local governments. AB 2501 is aimed at improving that process.

While the inclusion of the “by-right” multifamily housing development proposal and funding to build housing under the “No Place Like Home” initiative in the Governor’s May budget revision have attracted a lot of attention and staff time, CSAC continues to work with legislators on other proposals that aim to reduce barriers to the development of second units. Second units can include a new dwelling unit built on the same property as an existing home, or the conversion of part of an existing dwelling like a garage.
