Napa County Flood Control 2017

Several years ago, a swollen Napa River meant sandbags and road closures for anxious home and business owners concerned about flood waters spilling over into their lives. 

With this winter’s watery assault on Northern California preceded by years of drought, the Napa Creek/Napa River Flood Control Project had the opportunity to demonstrate its value. Napa County is about two thirds of the way through the multi-year, multi-project flood control program – and it has already reduced the threat of flooding in the City of Napa and become a nationally recognized collaborative model for approaching multi-agency, multi-purpose public works projects.

Your Mind Matters in Butte County

Libraries are designed to be calm, inviting places. So it wasn’t really a surprise when the Butte County library staff noticed that some of their “regulars” were using library branches for respite centers, safe places where they could escape the heat of summer or the cold of winter. And for some of them, suffering with mental illness, the Butte County libraries became places to try to escape their internal struggles for a little while.

California: From Drought to Flood in a Matter of Months

Almost two years ago in April of 2015, I wrote about the drought in this blog.

“As a second-generation Stanislaus County walnut grower, I can tell you that there are a few things I can count on and a whole lot of things I can’t. For example, I can count on the sun shining about 260 days a year here in the Central Valley. And I can still count on my 83-year-old father to put in a harder day’s work than I do most of the time. Both of those things help our trees grow and our business flourish. I just wish the rain was as reliable.”

Meyli was tired, thirsty and hungry for most of her trek on foot through Central America and Mexico. But it is the fear she remembers more than anything else. She was afraid of getting lost, afraid of being caught by the authorities, afraid of being robbed, or worse, by bandits. When she finally crossed into the United States she was still afraid that she’d be sent home and the arduous trip would have been for nothing.

Plumas County’s 20,000 Lives Initiative

A few years ago, Plumas County was implementing a plan to improve public health, but like many counties it was short on funds. So Mimi Hall, the Plumas County Public Health Director, started with the idea that if they maximized their existing assets and people, they could improve the health and wellbeing of their 20,000 residents without spending any more money. That remains the premise of the 20,000 Lives initiative. They restructured the way they deliver health services—and in doing so, fostered a level of cooperation, communication and coordination among county departments and throughout the community that is helping people live healthier happier lives. The 20,000 Lives initiative received CSAC’s California Counties Innovation Award for 2016.

Sacramento County Employees Make a Difference in Their Communities

California counties already do so much for the people we serve. Counties provide for public safety and public health; we make sure buildings and restaurants are safe. Counties maintain roads and bridges, although we could use a little more help from the state in that regard. The point is, counties and county employees already do a great deal for those they serve, but I am greatly inspired by Sacramento County employees who have stepped up to contribute some of their own personal money to help people and organizations in need.

At the Northern California Construction Training Center in Sacramento County, you can find a number of probationers hard at work learning new crafts. And over the sound of hammers and buzz saws, a four-letter word is frequently heard. That word is H-O-P-E.

For many of those taking part in this career training, it’s the first time they’ve  had any hope in a long, long time – thanks to a joint program created by the Sacramento County Probation Department, County Office of Education and the nonprofit Northern California Construction Training (NCCT).

The best county programs address an intractable problem with an innovative, sustainable, and collaborative solution that gets to the heart of the matter—or in the case of Amador County—to the “root” of the matter.  They take oral health care seriously in Amador County because the water isn’t fluoridated. Now, maybe that doesn’t sound like a huge problem, but tooth decay and cavities are nothing to smile about, and fluoride protects teeth—especially children’s teeth—from those preventable problems.

From Crisis, a Lasting Solution for Ventura County

California’s energy crisis in the early 2000s left many people dealing with rolling blackouts and higher prices. Counties were left wondering if and how they would be able to provide essential services to their communities. In response, Ventura County Supervisor Kathy Long created the Ventura County Regional Energy Alliance, a Joint Powers Authority (JPA) composed of public agencies working in collaboration to approach the availability, reliability, and conservation of energy resources in the area.

Roads and Bridges in Stanislaus County – Underfunded and Underappreciated

The State gas tax has been a declining source of revenue to maintain roads and bridges in California since it was last increased in 1994. We have lost approximately 50 percent of the buying power of the fuel tax due to the fact that it has not kept up with inflation and advancements in fuel efficiency. Even more drastic is the actual reduction of revenues in the past two years, amounting to an annual loss of more than 30 percent of the funds used to maintain roads and bridges in California. We are seeing this loss in dramatic fashion here in Stanislaus County.

Extending Laura’s Law

I spent most of my adult life in public service and I can tell you that the work we do is not always permanent. As a Yolo County Supervisor and a member of the State Legislature, I helped set public policy on many different issues; but many laws or ordinances are designed with a “sunset.” Putting an automatic expiration date on a new idea makes some people feel better about their vote because there’s a fail-safe if there are unintended consequences.

Mono County: Breaking Down Barriers, Building Relationships

At the junction of Highways 120 and 6 in eastern Mono County – 37 miles from Bishop and 51 from Lee Vining — sits the isolated, rural community of Benton. There is little evidence left of Benton’s rich mining history. The town is now home to either 164 or 282 residents — depending on which state sign you believe when you enter the town. The Benton Paiute Reservation is just a few miles away.  The surrounding region, sitting more than 5,700 feet above sea level under the towering Mt. Montgomery, is desolate yet beautiful.
