Internet Exchange Zones Can Save Lives

July 26, 2017 David Canepa

Shopping in the 21st century is rapidly changing as more and more people discard the malls for the ease of buying online — often from complete strangers. These exchanges, however, can be fraught with danger and lead to harm or even death. As buying online is becoming the new norm, it will take 21st-century thinking to protect consumers from potential risk.

From Asparagus to Spray Paint: Counties on Display

July 19, 2017 Geoffrey Neill

I’ve been going to the state fair since I was about ten years old. My family has developed a routine: the 4-H animals, the piglet races, a corndog for lunch, then depending on our timing, maybe the cavalcade of horses, or a hypnotist’s show and the quilting displays. But we always make sure to make time for the county exhibits. For the past thirty years, we’ve been county exhibit stalwarts. Working for CSAC has given me a different perspective on the exhibits. And this year, with the opportunity to help judge them, I got to appreciate them on yet another level.

Home Is Where the Heart Is (And the Policy)

July 12, 2017 Kiana Valentine

The word “home” can mean different things to different people. One’s home can be a stationary building, such as a house or an apartment. Or, increasingly so, it can be on wheels. The “tiny home” movement promises flexibility to move your home from one place to another. One can choose to live alone in a home or with family or friends. And for some, they don’t have much of a choice at all about where they call “home” and having one is something they dream of and work tirelessly towards.

July 5, 2017 David Liebler

Please click here to watch a brief video about this program.

Step inside this college classroom and at first glance, you will see a scene played out at many community colleges throughout California. Opioids: Out of the Shadows. It’s Time to Talk.

June 28, 2017 Judy Gerhardt

I’ve been a proud member of the Los Angeles County Sheriff’s Department for almost 37 years. I’ve witnessed a lot during those decades: Acts of heroism by deputies willing to risk their lives for perfect strangers, and tragedies often too horrific to describe.

Los Angeles County Creates a Roadmap to a Sustainable Waste Management Future

June 21, 2017 David Liebler

Please click here to watch a brief video about the program.

The Los Angeles County Public Works office building in the City of Alhambra stands out ominously against the surrounding cityscape. Its stark, blue-tinted windows exemplify the symmetry and seamlessness of the building’s cube shape. Outside, along one side of the building, another project stands out – but in a different way than the structure that looms overhead. Brilliant colors from blooming flowers and plants are abundant; you can hear the buzzing of bees and smell numerous fragrances.

From the State Capitol, Back to Local Government

June 14, 2017 Luis Alejo

We asked Monterey County Supervisor Luis Alejo to reflect on the differences, similarities, rewards, and challenges of serving in state and local government.

After proudly serving in the California State Assembly for six years, the transition from the State Capitol to county government as a new Monterey County Supervisor has been a smooth one for me. While in Sacramento, I was proud to have authored 76 bills and 16 resolutions, including landmark laws to allow immigrants to obtain drivers licenses, to raise California’s minimum wage and to modernize our complex groundwater adjudication laws and procedures.

San Diego County Juvenile Hall Treats Traumatized Youth with Innovative Program

June 7, 2017 David Liebler

Please click here to watch a brief video about this program.

It’s no secret that youths incarcerated in Juvenile Hall are often victims of a traumatic past. And usually their symptoms have gone untreated before entering the system.  San Diego County sought to attack this ongoing problem head on by introducing specialized treatment within their detention facility.  It’s called the Trauma Responsive Unit (TRU), and it’s showing impressive results.

AB 1250: Still Bad News For County Services

May 30, 2017 Dorothy Johnson

Update: Late Thursday night the author of AB1250 pledged amendments so the onerous new contracting requirements will now apply only to Counties. If this policy was bad enough to remove cities from having to comply, it’s bad enough that counties shouldn’t have to either. This bill will raise costs and hurt some of the most vulnerable people that need county services, including; mental health, public health and emergency management services to name a few. Collaborating to Combat Homelessness in Santa Barbara County

May 24, 2017 David Liebler

Please click here to watch a brief video about this program.

“The world is full of complex social problems for which no reliable, cost-effective solutions have been found. Homelessness is not one of them.”

– Rosanne Haggerty (President & CEO, Community Solutions)

That quote is becoming somewhat of a motto in Santa Barbara County among those engaged in the quest to reduce homelessness. And in Santa Barbara County, that motto has come alive through the creation of a unique collaborative among numerous local government, nonprofit, private sector, faith-based organizations, as well as numerous other stakeholders.

There Truly is No Place Like Home

May 16, 2017 Patrick Kennedy

Homelessness affects every county in the state. No matter how many people live there or what the economy looks like, there are people in your community who do not have a stable place to live. Homelessness has many causes, but we know that a significant number of homeless people suffer from mental illness, emotional disturbance and/or substance addictions that make finding a place to live even more difficult.

This Winter Has Not Erased Sierra Tree Deaths

May 3, 2017 Richard Forster

Tree mortality has not gone away with the wet winter we’ve had and neither have the dangers it presents for many California counties. We still have millions of dead trees and some of them still pose direct hazards to homes and infrastructure. The potential for a wildfire in those stands of dead trees is enough to keep me awake at night. California has many issues to deal with, but this one should stay near the top of the list. Please keep reading to find more about what’s happening in my home county of Amador, and also to hear from Mariposa County Supervisor Kevin Cann, Tulare County Supervisor Steve Worthley, and Tuolumne County Supervisor Randy Hanvelt.

Thanking a Mentor: A Hometown Mayor Responds

April 24, 2017 Rusty Bailey

Riverside County Supervisor John Tavaglione recently wrote a blog entry about sharing a podium with Rusty Bailey, the Mayor of Riverside, whom he first met when he was coaching the then-four-year-old soccer player. This is Mayor Bailey’s Response.

I read with great fondness the words of Supervisor John Tavaglione as he reflected on how, nearly 40 years ago, he first came into my life as a soccer coach. I was especially moved by the way he warmly described the bond we have shared ever since. I can assure you that this relationship has been far more beneficial to me than it has been to him.

ILG Offers Updated Ethics Resources

April 5, 2017 Melissa Kuehne

State and federal law create a complex set of requirements that guide California elected officials and agency staff in serving their communities. To help local officials navigate these laws, the Institute for Local Government (ILG,) in conjunction with CSAC, recently updated two of its flagship ethics resources: Understanding the Basics of Public Service Ethics Laws and Ethics Law Principles for Public Servants: Key Things to Know. Both publications are available as free downloads.

San Diego County Training Videos Provide First Responders with Tools to Aid a Vulnerable Population

March 29, 2017 David Liebler

Please click here to watch a brief video about the program.

San Diego County’s emergency website, ReadySanDiego.org, has information on a wide variety of natural disasters that could result in large-scale evacuations, such as an earthquake, tsunami, fire, or flooding; there are also man-made crises, like gas leaks or terrorism. The County and its cities work to prepare for such disasters – and now have a new tool to assist in their emergency response: a series of informative videos that provide first responders training on evacuating individuals with physical, cognitive and emotional disabilities.

Transportation Funding: The Time is Now!

March 22, 2017 Roger Dickinson

When you’ve had a career in public policy as long and as varied as mine, certain issues rise above others in their significance.  Long before I was elected to serve on the Sacramento County Board of Supervisors, safe, effective, and environmentally responsible transportation was one of those issues.  Now, in 2017, we again have crucial policy decisions to make to ensure something as simple and basic, yet vitally central to our economy and quality of life, as fixing potholes.
