Sutter-Yuba County Program Embeds Behavioral Health Workers in the ERIn a perfect world, people suffering from a mental or emotional health issue would be able to access treatment before they were in crisis, but it doesn’t always work that way. They often end up in the hospital emergency department. That’s why a partnership between the Sutter Yuba Behavioral Health Department and Adventist Health/Rideout Hospital in Marysville is making such a big difference. They found a way to significantly reduce the time it takes to evaluate and treat these patients.

RxSafe Marin is Saving Lives from the Opioid EpidemicMark Dale became an activist in Marin County after one of his sons almost became a statistic in the opioid epidemic. “I actually identified eight individuals who passed away: six students and two adults that were drug-related or drug driven,” said Dale. “And that’s what really woke me up. I opened my mouth because if my son had cancer, we’d be talking about it, but because there was a drug-dynamic around my son, most families just zip their lip. And that’s not good. The silence has been killing us.”

So it wasn’t really a surprise when the Butte County library staff noticed that some of their “regulars” were using library branches for respite centers, safe places where they could escape the heat of summer or the cold of winter. And for some of them, suffering with mental illness, the Butte County libraries became places to try to escape their internal struggles for a little while.

Plumas County’s 20,000 Lives Initiative

A few years ago, Plumas County was implementing a plan to improve public health, but like many counties it was short on funds. So Mimi Hall, the Plumas County Public Health Director, started with the idea that if they maximized their existing assets and people, they could improve the health and wellbeing of their 20,000 residents without spending any more money. That remains the premise of the 20,000 Lives initiative. They restructured the way they deliver health services—and in doing so, fostered a level of cooperation, communication and coordination among county departments and throughout the community that is helping people live healthier happier lives. The 20,000 Lives initiative received CSAC’s California Counties Innovation Award for 2016.

The best county programs address an intractable problem with an innovative, sustainable, and collaborative solution that gets to the heart of the matter—or in the case of Amador County—to the “root” of the matter.  They take oral health care seriously in Amador County because the water isn’t fluoridated. Now, maybe that doesn’t sound like a huge problem, but tooth decay and cavities are nothing to smile about, and fluoride protects teeth—especially children’s teeth—from those preventable problems.

Imagine going into the kitchen to make coffee in the morning, turning on the faucet and nothing comes out? The shower? Dry. Outside spigots? Nothing. For many people in Tuolumne County, that is their reality. “It’s scary,” said Sue Hackett. She and her husband Chris live on a small ranch outside of Sonora.  The well on their property ran dry several months ago. “It’s like, what are we going to do with this house? Where are we going to live? With no district water close by, it’s hard to know what to do.”

Maybe it’s the shared experiences of being in the military but it seems like veterans — even those who never served together — share a common bond.  There is a depth of understanding and camaraderie.  Maybe that’s one reason why in an ordinary government building in Orange County, something very special is happening.

Not far from the Staples Center in downtown Los Angeles, there is a beautifully restored old building that houses the Los Angeles County Department of Military and Veterans Affairs. The Bob Hope Patriotic Hall is even named for a man known for his service to people in the military. But in Bob Hope’s day, the military was almost exclusively male. These days, more women are choosing military service and consequently, the number of female veterans is increasing.

Amador does not have a Community College Campus and it is no coincidence that the County Behavioral Health Department could not find enough people with the right certification to work as mental health technicians.

I am not a meteorologist, but every time I see, read or hear a story about “El Niño” this year I get a little worried. We know that the Pacific Ocean temperature is rising in a pattern that we have come to call El Niño. And history tells us that often means increased precipitation in California’s coming winter season. But when that rain will come, where it will fall, and over what period of time are questions that are impossible to answer. There are just too many variables for any model, algorithm or Old Farmer’s Almanac to accurately forecast.

So we were somewhat in awe last week to read about Jennifer and Jonathon Riehl of Michigan, a couple in their early 30s who recently finished visiting every county in the contiguous United States. That’s 3108 counties across 48 states. They did it all in nine years, putting more than 500,000 miles on the same green 1999 Dodge Intrepid.

In a scenario that almost reads like the finale from an Ian Fleming novel, the legislature is racing the clock to agree to terms on a Bond, Water Bond, that has a lot of people both shaken and stirred. The old proposal on the ballot in November is for $11 billion dollars, but the Governor, in his recurring role as “Dr. No” is pushing for a much smaller measure—about $6 billion.

I had the occasion recently to drive from Sacramento up to Siskiyou County for the day and a couple of things were pretty evident from the trip. First, California is an incredibly diverse state. In the span of a few hours, you can go from the State Capitol, to tree crops, to cattle, to lumber. And second, we are in a severe drought. Neither of these concepts is new or surprising, but it is amazing, and in the case of the drought, devastating to see and experience them in the course of a half-day’s drive.

Smart phones are supposed to make our lives easier with that type of information at our fingertips, and now thanks to the Sacramento County Registrar of Voters, your smart phone can even make it easier for you to participate as a voter!

Kids who end up in Juvenile Hall have done something illegal. Why should their stay there be anything other than punishment? As the head of Sonoma County’s Juvenile Hall told me, “The kids in here today are going to get out, and they are going to be your neighbors, and your kid’s classmates.” Punishment is part of it, but so is rehabilitation. That’s why Sonoma County Juvenile Hall has formed a unique partnership with the Boys and Girls Club in their community.

Everyone likes a “Win-Win” situation—a solution to a problem that meets everyone’s needs. In Tehama County, they had a problem, and the solution they came up with has been a “win” on several levels. The AB 109 Auto Shop won a 2013 CSAC Challenge Award because it is reducing the jail population, training inmates, saving money for the Sheriff’s Department AND reducing costs and downtime for other county departments when their vehicles need maintenance and repairs. There is some rain due in Northern California this week, and while it will be a welcome end to a record-breaking streak of winter days with no precipitation, it will not mean an end to the drought. After two previous dry years, and the extremely dry winter we’ve had so far, rivers and reservoirs are at roughly half of where they should be this time of year. The “snow pack” in the Sierra is virtually non-existent. That may change a little bit in the next day or two.

A Seat at the Table

There’s an old saying in politics that if you don’t have a seat at the table, you’ll end up on the menu. I think the meaning there is pretty clear: If you aren’t part of the process, the process will eat you up. And so today, when the California Capitol is already steeped in political theater with the Governor’s State of the State Address, I have to shake my head in wonder at the political theater that’s going on outside the Capitol Building too.

With the legislative session in full swing, this is also the beginning of the protest season at the Capitol.
