The Substance Abuse and Mental Health Services Administration (SAMHSA) is now accepting applications for the Infant and Early Childhood Mental Health Grant Program. SAMHSA expects to fund up to nine grantees with up to $500,000 per year for up to five years.

The purpose of the program is to improve outcomes for young children by developing, maintaining, or enhancing infant and early childhood mental health promotion, intervention, and treatment services.

The Assembly Budget Subcommittee #1 on Health and Human Services heard a $1 billion State General Fund proposal to help increase the affordability and quality of health care for low-income Californians. Senate Bill 1206 by Senator Kevin De León was amended earlier this week to place a measure on the November 2018 that would ask voters to approve the No Place Like Home program as a valid use of MHSA funds, among other provisions. There is ongoing litigation pending to validate No Place Like Home as a valid use of Mental Health Services Act (MHSA) Funds, with the hearing scheduled for July 23.

HCD: Preliminary Plan to Distribute First Year SB 2 Homeless Funding

The Department of Housing and Community Development (HCD) unveiled a plan last week for distributing the first year of homelessness funding available pursuant to SB 2 (Chapter 364, Statutes of 2017) by modifying their existing Emergency Solutions Grant (ESG) program.

Department staff presented the proposal verbally last Tuesday to the Assembly Budget Subcommittee No. 4. The proposal would allocate first year SB 2 homelessness funds to local governments on a formula basis through each county or region’s Continuum of Care (CoC).

Last week the Care 4 All California Coalition launched a wide-ranging package of health care-related legislation.  The coalition, led by Health Access and the Service Employees International Union, is seeking to advance the gains made under the Affordable Care Act. Their recently announced legislative priorities include finding ways to increase the universality and affordability of health care, reducing costs and prices, and patient protections.

The Healthy Transitions: Improving Life Trajectories for Youth and Young Adults with Serious Mental Disorders grant program will provide up to $16.8 million over the next five years to help improve access to treatment and support services for youth and young adults who have a serious emotional disturbance or a serious mental illness.

The Senate Budget and Fiscal Review Committee held an informational hearing on human services safety net programs in California this week. The hearing focused on three programs – Supplemental Security Income/State Supplemental Payment, the California Work Opportunities and Responsibility to Kids (CalWORKs), and CalFresh. In addition, the hearing featured presentations that provided a broad overview of poverty in California and the factors that contribute to the high poverty rates.

Committee on Universal Health Care Wraps Up Hearings

This week, the Assembly Select Committee on Health Care Delivery Systems and Universal Coverage met for its last two hearings. The committee is tasked with exploring the concept of universal health care in California and has met six times since last fall.

During its penultimate hearing on Monday, the Committee discussed implementation considerations for universal coverage, including how federal law supersedes state law changes and how any financing scheme would be subject to state constitutional concerns.

New Federal Health and Human Services Secretary Confirmed

Last week the Senate voted 55-43 to confirm Alex Azar as the new Secretary of the U.S. Department of Health and Human Services. Azar replaces the previous HHS Secretary Tom Price, who resigned last fall.

Secretary Azar stated during his Senate testimony that he would focus on four issues: lowering prescription drugs costs, making health insurance more affordable, basing Medicare payments on quality, and the opioid epidemic.

The Governor’s proposal to essentially discontinue the state’s administration of the federal Medicaid 340B Drug Pricing program could hit county public hospitals hard. Homeless Count Rises Dramatically in California

The federal Department of Housing and Urban Development (HUD) released the results of the 2017 Point in Time Count yesterday, revealing progress in the number of homeless in all areas except for the west coast. In fact, According to the HUD report, the count represents a statewide increase across California of 13.7 percent in total homelessness from 2016, compared to a nation-wide increase of only 0.7 percent in homelessness from 2016 to 2017.

Bargaining Bill Stopped in Senate

Assembly Member Sebastian Ridley-Thomas notified counties this week that he would not continue to move AB 1603 through the legislative process. The measure, which was opposed by CSAC as well as CHEAC, CAPH, CBHDA, as well as psychiatrists and others, would have allowed all private contractors who contract with counties to join in the collective bargaining process with county union employees. It is now a two-year bill, which means that the bill will not move forward during this year’s legislative session.

Worrisome AB 1603 Would Include Private Contractors in Collective Bargaining

CSAC is opposing AB 1603, a measure by Assembly Member Sebastian Ridley-Thomas that would allow all private contractors who contract with counties to join in the collective bargaining process with county union employees. The sponsors of the bill, the Union of American Physicians and Dentists, have indicated that they intend to amend the bill to apply only to licensed professionals within county public hospitals and health systems, but the current, far broader version is up in the Senate Appropriations Committee on Monday, August 28.
