Cal Recycle recently released its final informal draft of regulations that would implement major changes in organic waste processing as provided for under SB 1383. CSAC Staff has been working closely with the Department for several months during the development of the regulations to provide feedback and its share concerns.

CSAC has requested funds from the Administration and Legislature to waive the county match cost requirement for debris removal for the Southern California counties impacted by Governor’s declared disasters from the 2017 fires and 2018 mudslides. This waiver was included in the Governor’s May Revision of the budget for Northern California counties, but not Southern California counties.

The Bureau of Cannabis Control (BCC) will hold the fourth meeting of the state Cannabis Advisory Committee on May 17 in Oakland, Alameda County. The Committee will review recommendations from the final three subcommittees on regulations relating to licensing applications, manufacturers, and micro businesses. The Committee will also consider suggested recommendations that would require statutory changes.

The California Department of Conservation has announced opening the application period for grants that support both Agricultural Conservation Easements and the development of Agricultural Land Conservation Strategies and Outcomes plans. Preliminary paperwork is due in a few weeks.

Many of the bills that have been introduced to address these issues could directly impact counties in a variety of ways. On March 1, CSAC sent out a list of bills that have been introduced this session in response to the devastating 2017 Fire Season. We are adding more bills to our list of disaster legislation and would like your input.

SB 1301 (Beall) – Request for Comments

CSAC is asking for comments on SB 1301, by Senator Jim Beall, a revised introduction of his bill from last year, SB 594 related to expedited permitting. This new version would require state natural resources agencies to report to the Legislature their average processing times for designated permits.

Three Public Outreach Meetings To Vet Concepts for Indirect Source Rule to Help Minimize Community Impacts From Freight Facilities

CARB will hold three meetings across the state to share and discuss concepts about a minimizing the impact of freight facilities on local communities. The concepts and feedback are part of a proposed plan to adopt a rule to achieve emission reductions around freight facilities. CARB will be holding meetings in Long Beach, Fresno and Sacramento to share and discuss concepts.

Insurance Commissioner Dave Jones, State Senators Mike McGuire and Bill Dodd, and Assemblymembers Cecilia Aguiar-Curry, Jim Wood, Monique Limón and Marc Levin announced the Wildfire Survivors Insurance Recovery bill package at a press event on Tuesday, January 16. The package includes several bills and legislative proposals that may strengthen consumer protections for those making insurance claims.

The California Bureau of Cannabis Control began accepting license applications on Friday, December 8 and will begin verifying local permits and ordinances with each local jurisdiction’s designated point of contact. This point of contact was collected through a recent survey. Once the Bureau receives an application from an applicant in your county, they will be sending a letter to verify the local permit submitted to them.

CSAC’s Cannabis Working Group will host a call on Friday, December 22 at 10 AM to discuss the recently released emergency regulations from the Bureau of Cannabis Control, California Department of Food and Agriculture, and California Department of Public Health.

CSAC is a co-signatory of comment letters to each of the lead licensing agencies in conjunction with the Rural County Representatives and Urban Counties of California. The state is expected to begin issuing licenses in January 2018 through these newly released emergency regulations.

On Friday of the Annual Meeting in Sacramento County, CSAC facilitated a request from the Governor’s Office of Emergency Services to convene a public meeting of county supervisors and staff from the counties affected by the recent fires. CSAC staff attended the meeting and have been working diligently in support of the communities and supervisors in Mendocino, Yuba, Lake, Solano, Sonoma, Nevada, Butte, Orange and Napa counties since the devastating October Fires started on October 8th, 2017.

CSAC is working closely with CalRecycle as it develops new regulations related to greenhouse gasses produced in landfills. Last year the legislature adopted SB 1383 which implements a strategic plan to decrease short-lived climate pollutants including soot, hydrofluorocarbons, and methane from California’s air. A major element of the law is decreasing the amount of methane produced in California’s landfills.
